IMACS brings together advanced data science, artificial intelligence, and operational modeling to help countries anticipate, prepare for, and respond to infectious disease threats. Working at the intersection of high-resolution data infrastructure, machine learning, and public health decision-making, IMACS partners with governments and global institutions to strengthen surveillance, sharpen early warning capabilities, and accelerate evidence-driven response. 


Program Context 

With funding from the Global Fund and in partnership with The Task Force for Global Health, IMACS is providing structured technical assistance (TA) to strengthen national capacities for climate-sensitive disease early warning surveillance and response. Building on traditional surveillance, outbreak warning, detection and response systems, the TA 3 team will integrate high-resolution climate, meteorological, entomological, hydrological, and environmental data streams with established public health surveillance platforms. This integration will allow more accurate risk mapping, earlier detection windows for potential outbreaks, and proactive response planning. IMACS is seeking a Technical Officerwho will play a central role in supporting the Technical Lead and other members of the IMACS team in designing, deploying, and documenting this system across partner countries. 


Role Summary 

IMACS is seeking a Technical Officer with a strong foundation in system integration, digital health architecture, and data-driven analytics. This role supports the full lifecycle of the Climate-Informed Early Warning System (CI-EWS)– from technical planning and research through deployment, testing, and documentation. The ideal candidate is detail-oriented, collaborative, and capable of operating across multiple country engagements while contributing meaningfully to modeling, dashboard development, and stakeholder coordination. 


Key Responsibilities 

  • Support technical planning processes and internal coordination across all technical assistance countries, ensuring alignment of timelines, deliverables, and workstreams. 
  • Conduct research, technical synthesis, and baseline documentation to inform country-specific system design and deployment strategies. 
  • Prepare and maintain technical documentation, input datasets, and supporting materials for modeling and dashboard development activities. 
  • Contribute to the design of workshop materials, training modules, and modeling components that support national capacity building. 
  • Assist in CI-EWS deployment, configuration, and testing cycles, identifying issues and documenting results to support iterative improvement. 
  • Maintain effective working relationships with Ministry of Health partners and the broader IMACS technical assistance team, ensuring that CI-EWS tools reflect local workflows, infrastructure constraints, and health system priorities. 
  • Prepare progress updates, technical briefs, and internal reports highlighting achievements, challenges, and lessons learned. 
  • Travel internationally (~50%) to technical assistance countries as required. 

 

Qualifications 

  • Bachelor’s degree in Public Health, Epidemiology or a related discipline, with a minimum of 3 years of relevant professional experience. 
  • Demonstrated experience supporting the development or operation of surveillance systems, data platforms, or health information systems. 
  • Familiarity with machine learning concepts, applied AI tools, and the current landscape of data engineering frameworks. 
  • Track record of contributing to multi-stakeholder projects from planning through implementation, with the ability to manage competing priorities across workstreams. 
  • Effective communication skills across technical and policy audiences, with the ability to synthesize and present data-driven insights clearly. 
  • Strong analytical, problem-solving, and organizational skills with attention to detail and a results-oriented mindset. 
  • Excellent written and oral communication skills in English, including the ability to represent the organization externally and prepare materials for diverse audiences. 
  • Written and oral fluency in French is highly desirable. 
  • Ability to build and maintain productive relationships with stakeholders across government, technology, and global health sectors. 
  • Willingness and ability to travel internationally. 

Preferred Qualifications 

  • Advanced qualifications in EpidemiologyBiostatistics, or a related field. Professional certifications in data engineering, cloud architecture, or data visualization are valued. 
  • Prior experience in global health, One Health, or data-for-development use cases. 
  • Familiarity with data governance frameworks (e.g., GDPR, HIPAA) and cybersecurity best practices relevant to health data. 
  • Contributions to open-source digital public goods, data registries, or curated technology marketplaces.
