GovCIO is seeking a highly skilled Subcontracts Administrator to perform and manage cradle‑to‑grave subcontract administration activities for a broad range of federal programs. This role requires strong knowledge of FAR/DFARS, CPSR-compliant processes, subcontract formation, modification management, vendor oversight, and ongoing subcontract compliance. The Subcontracts Administrator III is responsible for independently executing complex procurement actions, supporting program teams, and maintaining audit‑ready documentation consistent with GovCIO’s procurement standards. This position will be fully remote within the United States.


Responsibilities

Subcontract Formation & Negotiation

  • Develop, negotiate, and administer subcontract agreements, modifications, and task orders.
  • Review and incorporate necessary representations and certifications, verifying accuracy and completeness.
  • Conduct SAM.gov checks, vendor diligence, and subcontractor compliance reviews as part of award and modification workflows.

Cradle‑to‑Grave Subcontract Administration

  • Maintain comprehensive subcontract files, ensuring all executed documents, PRs, POs, change orders, options, rates, funding actions, and compliance artifacts are properly archived.
  • Ensure subcontract terms are clearly communicated and flowed down to appropriate stakeholders.
  • Manage subcontract performance periods, incremental funding actions, rate adjustments, and other modifications.
  • Support subcontractor onboarding and coordinate closely with program managers to monitor subcontractor performance and deliverables.

Compliance, Risk & Audit Readiness

  • Ensure all subcontract actions meet CPSR requirements, including documentation completeness, pricing support, competition justification, and regulatory compliance.
  • Confirm federal requirements such as debarment verification, anti‑influence certifications, and vendor rating checks are completed and included.
  • Monitor adherence to subcontract reporting, insurance certifications, security requirements, and ITAR/DPAS obligations where applicable.

Cross‑Functional Collaboration

  • Partner with Contracts, Pricing, FP&A, and Program Teams to support proposals, funding actions, and subcontractor data calls.
  • Serve as a point of contact for subcontractor inquiries, coordinating communications to ensure alignment with technical, financial, and contractual requirements.
  • Provide guidance to junior subcontract administrators and assist in resolving compliance or processing issues.

Modification Processing

  • Prepare, process, and finalize subcontract modifications including incremental funding, period-of-performance extensions, rate changes, labor category updates, and administrative adjustments.
  • Ensure modifications are fully documented, aligned with Delegation of Authority (DOA) thresholds, and properly routed for approvals.

Qualifications

Required Skills and Experience

  • Bachelors Degree and 5–8+ years of experience in federal subcontract administration
  •  Strong working knowledge of FAR, DFARS, CPSR standards, and federal procurement requirements
  • Experience administering CPFF, T&M, FFP, IDIQ, and other subcontract types
  • Proficiency with Costpoint and other procurement systems
  • Demonstrated ability to analyze complex subcontract requirements and ensure compliance
  • Strong communication skills and ability to collaborate with cross‑functional teams
  • Ability to manage multiple subcontract actions in a fast‑paced environment

Preferred Skills and Experience

  • Experience supporting VA, DHS, other agencies, or other federal customers
  • Experience preparing procurement summaries, justification documentation, and compliance checklists
  • Familiarity with service subcontracting
  • Advanced knowledge of CPSR audit criteria and best practices

 


Posted Salary Range

USD $80,000.00 - USD $110,000.00 /Yr.
