IT@JH Administration and Finance is seeking a proactive and innovative Sr. Financial Analyst who is excited to contribute to the success of our organization. The Sr. Financial Analyst for Central IT plays a pivotal role in supporting the University and Health System through comprehensive financial management and analysis. Reporting directly to the Associate Director of Finance for Central IT, this role is integral to the efficient financial management of a diverse IT portfolio. This position performs complex analysis and planning to assist management in establishing and controlling budgets, setting financial goals, making projections and meeting fiscal objectives. Performs activities in support of various functions, e.g., budgeting, financial planning, revenue and expenditure monitoring against budget, reconciliations and changes, and consolidation. Extracts financial data from various accounting and information systems and generates reports. Performs complex statistical cost and financial analysis of reports and data and prepares reports for management to improve financial performance and compliance. Provides data-based recommendations on critical financial business decisions.
Specific Duties & Responsibilities
- Interpret data, and review data prepared by others, to evaluate and determine past financial performance and/or make financial projections and assist management in making overall business decisions.
- Analyze, coordinate and consolidate departmental financial information for the development of the department/divisional annual operating and/or capital budgets and five-year plan.
- Analyze, extract, and define relevant complex financial data; plan and conduct complex studies to determine cost and financial results of business activities and improve the operational and financial effectiveness of the unit, department, or division. Review financial needs and explore alternative financing methods.
- Make budget adjustments and implement cost improvement measures. Use appropriate cost rates, such as indirect and benefit rates for proposed budgets. Prepare and present budget proposals to senior management.
- Create financial systems, structures, and controls for a variety of processes that provide tracking, validation, and reporting. Implement quality control and process improvements for overall business process.
- Review proposed operating and financial plans, including proposed program increases, estimated costs and expenses to finance proposed programs. Recommend course of action to improve financial performance.
- Evaluate and analyze capital expenditures proposals, profit plans, operating records and financial statements.
- Oversee moderately complex to complex budget accounts. Provide oversight for the expenditure of funds, ensuring that funds are expended appropriately and advise stakeholders on required action to resolve funding shortfalls.
- Keep abreast of laws and regulations that impact compliance and act as a resource for administrative and financial staff.
- Utilize comprehensive knowledge of applicable laws and regulations and the university's financial accounting system to ensure internal and external compliance.
- Use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.

Portfolio (Cost Object) Management
- Data Center, Telemedicine, JHACH. Projections, identify, understand and explain variances, Quarterly Director Meetings, expense transfers and corrections/adjustments.
- Assimilates information from various sources to draw conclusions, to effectchange in processes, procedures, and reporting, and/or theorize downstream impacts. Proactively alerts leadership regarding financial variances and is able to effectively explain them by adding context, to enable leadership to make sound decisions.
- CITF Management, Shopping cart initiation, PO management.
Online Payment Requests
- Rent, Utilities, Direct Expenses, Parking, Monthly Software and Service payments.
- JHIT Rent and Expenses.
- Reporting to the Business Office – JHHS or JHU.
- Telemedicine Operating Budget, Expenses, Awards management, online payment requests, Analysis and Variance explanations submitted monthly to the Business Office.
- Monthly Finance Team Meetings – JHHS or JHU Core.
Maintain Reports
- Deficit/ Surplus, Fixed Assets reporting, JHU FTE reporting, other reports as needed.
- Use of AI: Automating Data prep and Reporting, Forecasting and Scenario modeling, Variance Analysis and Decision support.
- Approvals: P-Cards and T-cards.
- Adding information in Service Now, SC/PO issues, Liaison: Department and AP, Keep Operations manual updated.

- Assist Teammates and Managers – Vacation Coverage, CITFs, Shopping Carts, Online Payment Requests.
- Training personnel handling financial responsibilities (e.g. Admin team and other IT non-finance personnel).
Minimum Qualifications- Bachelor’s Degree in Finance, Accounting, Business or related field.
- Five years of progressively responsible related financial experience.
- Additional education may substitute for required experience and additional related experience may substitute for required education permitted by the JHU equivalency formula beyond a high school diploma/graduation equivalent, to the extent permitted by the JHU equivalency formula.
