POSITION SUMMARY

BCG Federal is seeking an experienced Senior SAFe Release Train Engineer, Defense Health Data Management to support the Enterprise Intelligence and Data Solutions (EIDS) program within the Program Executive Office Defense Healthcare Management Systems (PEO DHMS). EIDS provides data, analytics, hosting, and decision-support capabilities used across the Military Health System (MHS), Department of Defense (DoD), and Defense Health Agency (DHA).

The Release Train Engineer (RTE) will lead day-to-day execution for the EIDS Data Management Agile Release Train (ART). This individual will run Planning Interval (PI) events, coordinate multiple product and delivery teams, manage risks and dependencies, remove roadblocks, maintain accurate delivery information, and help teams deliver data products and services on schedule.

The ideal candidate has led complex ARTs, understands how PI Planning and SAFe execution work in practice, and can work comfortably with Government leaders, Product Managers, Product Owners, Scrum Masters, developers, data professionals, and contractor teams. Direct experience with EIDS, PEO DHMS, DHA, federal health data, or another large DoD healthcare technology program is strongly preferred.

CORE RESPONSIBILITIES

ART Leadership, PI Execution, and Agile Coaching

• Serve as the RTE for the EIDS Data Management ART and provide day-to-day coordination and support across multiple product and delivery teams.
• Plan and lead PI Planning, ART synchronization meetings, iteration reviews, system demonstrations, Inspect and Adapt events, retrospectives, and other required SAFe activities.
• Establish clear agendas, participants, objectives, decisions, risks, commitments, and expected outputs for ART events.
• Coordinate the start, execution, review, and closure of iterations and Planning Intervals with Product Owners and Scrum Masters.
• Ensure PI objectives, features, stories, acceptance criteria, dependencies, milestones, capacity assumptions, and team commitments are documented and understood.
• Track progress against iteration goals and PI objectives, review completed work, and identify issues affecting scope, schedule, quality, staffing, or delivery commitments.
• Coach Product Managers, Product Owners, Scrum Masters, technical leads, and delivery teams on practical SAFe execution, backlog management, coordination, risk management, and meeting facilitation.
• Lead problem-solving and improvement sessions that identify root causes, assign corrective actions, and improve future delivery.

Delivery, Backlog, Metrics, and Agile Tools

• Maintain a clear view of backlog readiness, priorities, work in progress, team capacity, dependencies, and progress toward program objectives.
• Work with Product Managers and Product Owners to refine, prioritize, sequence, and prepare features and backlog items for delivery.
• Review workflow, capacity, and delivery trends to identify bottlenecks and improve predictability, transparency, quality, and timely completion of work.
• Maintain accurate PI, iteration, feature, story, dependency, risk, and objective information in Azure DevOps Boards and other approved Government Agile tools.
• Support transitions from legacy planning tools to Azure DevOps when needed, including work-item mapping, process updates, training, data checks, and reporting continuity.
• Develop and maintain Objectives and Key Results (OKRs), PI objectives, delivery metrics, dashboards, status reports, and leadership briefings.
• Use delivery data to support prioritization, improve forecasting, identify recurring problems, and recommend corrective actions.
• Keep ART records, planning materials, decisions, demonstrations, metrics, and knowledge-transfer documents current and organized in approved Government repositories.

Risks, Dependencies, and Program Changes

• Identify, document, and track risks, issues, dependencies, roadblocks, and delivery constraints affecting the ART.
• Develop practical mitigation and resolution plans with clear owners, target dates, decision points, and escalation paths.
• Remove roadblocks that can be resolved within the ART and escalate significant staffing, funding, contracting, technical, capacity, or schedule concerns through the appropriate EIDS leadership channels.
• Coordinate dependencies across teams and ARTs with Solution Train leadership, other RTEs, Product Line Leads, Product Managers, and technical teams.
• Use capacity, delivery trends, dependencies, milestones, and resource availability to identify risks before they affect delivery.
• Recommend adjustments to scope, priorities, schedules, staffing, sequencing, or team commitments when conditions change.
• Plan and coordinate changes involving teams, products, responsibilities, ART structures, delivery priorities, or Agile tools while keeping work, documentation, and communication on track.

EIDS Data Delivery and Program Support

• Coordinate ART execution across data-management initiatives that may include enterprise data integration, data quality and governance, analytics, data science, readiness products, workflow automation, and decision-support capabilities.
• Support delivery involving the Military Health System Information Platform, related data warehouses, standardized data models, data services, and other EIDS products within the assigned ART.
• Help teams manage work associated with legacy-data migration, system consolidation, data cleanup, product transitions, and integration of new data sources.
• Ensure technical and product teams understand priorities, dependencies, delivery dates, acceptance expectations, and Government decisions affecting their work.
• Work with Product Managers and technical teams to incorporate new data, analytics, automation, and AI-related initiatives into the ART backlog and planning process when approved.
• Maintain delivery discipline as EIDS products, platforms, tools, priorities, and Government requirements continue to change.

Stakeholder Coordination and Leadership Communication

• Serve as a central coordination point among Government leadership, the EIDS Program Management Office, Data Management business owners, Solution Train leadership, product teams, technical teams, and contractor personnel.
• Lead recurring delivery, governance, and technical meetings covering status, metrics, new requests, risks, roadblocks, dependencies, process changes, and program priorities.
• Translate Government priorities and leadership decisions into clear actions for Product Managers, Product Owners, Scrum Masters, and delivery teams.
• Prepare clear weekly, monthly, quarterly, and event-driven updates, briefings, decision materials, and recommendations for Government and contractor leadership.
• Communicate significant risks, dependencies, resource constraints, schedule impacts, and decisions requiring leadership action.
• Maintain alignment among the Data Management ART, EIDS PMO, Solution Train, related ARTs, product lines, and supporting contractor organizations.

JOB REQUIREMENTS

• Bachelor’s degree in information technology, computer science, data management, engineering, information systems, business, project management, or a related field. A master’s degree is preferred.
• Ten or more years of experience supporting complex technology, data, healthcare, defense, or Government programs.
• Significant experience as an RTE, Agile program lead, senior delivery lead, or similar role supporting multiple Agile teams.
• Current SAFe Release Train Engineer certification.
• Direct experience planning and leading PI Planning, ART synchronization meetings, iteration execution, system demonstrations, Inspect and Adapt events, retrospectives, and other SAFe activities.
• Strong working knowledge of SAFe, Agile Release Trains, backlog management, feature readiness, team capacity, dependency management, product delivery, metrics, and continuous improvement.
• Experience coaching Product Managers, Product Owners, Scrum Masters, technical leads, and Agile delivery teams.
• Experience managing cross-team risks, roadblocks, dependencies, mitigation plans, and escalations through resolution.
• Experience developing PI objectives, OKRs, delivery metrics, dashboards, status reports, executive briefings, and decision materials.
• Hands-on experience with Azure DevOps Boards or a comparable Agile management platform, including backlogs, features, stories, iterations, dependencies, dashboards, and reporting.
• Practical understanding of data products, data management, data integration, analytics, software delivery, application development, data science, or other complex technical environments.
• Strong meeting facilitation, stakeholder management, writing, briefing, organization, and problem-solving skills.
• Ability to work independently, manage competing priorities, maintain accurate delivery information, and adjust quickly when Government or program requirements change.
• U.S. citizenship and the ability to obtain and maintain required Government suitability, Common Access Card, and system access are required.
• Direct experience supporting EIDS, PEO DHMS, DHA, MHS, federal health data programs, military health technology, or another large DoD healthcare program is strongly preferred.
• Experience supporting a complex data platform, healthcare analytics program, data science portfolio, Government information-management environment, or federal prime and subcontractor structure is preferred.
• Project Management Professional certification is preferred.
