Overview
LMI is seeking a Senior Project Manager to support a U.S. Department of Veterans Affairs (VA) program focused on suicide prevention and mental health. This role will lead technical projects and workstreams across a multidisciplinary program involving digital solutions, Microsoft Power Platform, SharePoint, analytics, data, and program evaluation.
The successful candidate will serve as the primary owner for assigned projects—translating client needs into actionable technical requirements, coordinating delivery teams, managing scope and priorities, and ensuring solutions are delivered successfully. This individual should be comfortable working directly with developers, analysts, data scientists, evaluators, and business stakeholders and have enough technical fluency to understand dependencies, challenge assumptions, identify risks, and drive decisions.
This role is well suited for a strong project leader who wants to deepen their technical delivery experience while developing toward broader program management responsibilities. Prior VA experience is a significant plus.

Responsibilities
- Own the planning, execution, and delivery of assigned technical projects and workstreams from requirements through implementation.
- Serve as the primary point of coordination between VA stakeholders, program leadership, and technical delivery teams.
- Translate ambiguous or evolving client needs into clear technical requirements, user stories, acceptance criteria, delivery plans, and priorities.
- Lead delivery using Scrum, Kanban, or hybrid Agile approaches, including backlog management, sprint planning, prioritization, reviews, retrospectives, and dependency management.
- Manage work in Jira, Azure DevOps, SharePoint, and related delivery tools, maintaining clear visibility into status, risks, blockers, dependencies, and decisions.
- Coordinate multidisciplinary teams that may include Power Platform developers, SharePoint developers, software developers, data scientists, analysts, evaluators, and subject matter experts.
- Partner with technical leads to understand solution approaches, architecture, data dependencies, integration points, security considerations, and implementation risks.
- Drive technical delivery by identifying blockers, resolving cross-team dependencies, escalating issues when appropriate, and ensuring teams remain focused on defined outcomes.
- Manage project scope, schedule, resources, milestones, and performance while proactively addressing risks and changing priorities.
- Lead requirements-gathering sessions, technical discussions, demonstrations, client reviews, and project status meetings.
- Develop and maintain project documentation, roadmaps, delivery plans, decision logs, dashboards, and client-facing briefings.
- Ensure technical deliverables meet client requirements, acceptance criteria, quality expectations, and applicable VA standards.
- Support projects involving Microsoft Power Platform, SharePoint modernization, workflow automation, analytics, data visualization, and program evaluation.
- Partner with analysts and evaluators to ensure technical solutions effectively support program measurement, operational decision-making, and client objectives.
- Identify opportunities to improve development processes, Agile practices, technical delivery, documentation, and team collaboration.
- Support release planning, testing, user acceptance, implementation, and transition activities as appropriate.
- Build trusted relationships with VA clients by communicating technical concepts, tradeoffs, risks, and recommendations in clear business language.
- Support program leadership with staffing, resource planning, risk management, forecasting, and broader contract execution.
- Contribute to solutioning, business development, proposals, and account growth by identifying client needs and helping shape technically informed approaches.
- Take on increasing program-level responsibilities as experience and program needs evolve.
Qualifications
- Bachelor’s degree in information systems, computer science, engineering, data analytics, business, management, public health, or a related field.
- 5+ years of experience in project management, technology consulting, digital delivery, systems implementation, federal contracting, or a related discipline.
- Demonstrated experience independently owning technical projects or complex workstreams through the full delivery lifecycle.
- Experience leading cross-functional teams that include technical and non-technical personnel.
- Strong working knowledge of Agile methodologies, including Scrum, Kanban, or hybrid delivery approaches.
- Hands-on experience using Jira, Azure DevOps, or comparable tools to manage backlogs, requirements, dependencies, and delivery.
- Technical familiarity with one or more of the following:
- Microsoft Power Platform, including Power Apps, Power BI, or Power Automate;
- SharePoint development, modernization, or workflow solutions;
- Data analytics, visualization, or data-driven applications;
- Program evaluation or performance measurement solutions.
- Ability to translate business and program needs into clear technical requirements and actionable delivery plans.
- Ability to understand and communicate technical concepts, solution tradeoffs, dependencies, and risks to both technical and non-technical stakeholders.
- Strong operational, organizational, problem-solving, and decision-making skills.
- Demonstrated ability to work independently, take ownership, and drive delivery with limited direction.
- Excellent client-facing communication, facilitation, and stakeholder-management skills.
- Ability to manage multiple priorities and adapt quickly to changing client needs.
- Interest in developing broader program management, contract operations, client strategy, and business development capabilities.
- Ability to obtain and maintain a Public Trust clearance.
Desired Qualifcations:
- Prior experience supporting the U.S. Department of Veterans Affairs, particularly VHA or VA central-office programs.
- Experience supporting suicide prevention, mental health, behavioral health, healthcare, public health, or Veteran services.
- Experience delivering solutions using Microsoft Power Platform, SharePoint, Power BI, Power Apps, or Power Automate.
- Experience managing software development, data, analytics, or digital modernization projects.
- Familiarity with application development lifecycles, testing, release management, data integration, APIs, or cloud-based solutions.
- Experience with program evaluation, performance measurement, analytics, or data-informed decision support.
- Experience managing multidisciplinary teams of developers, data scientists, analysts, and subject matter experts.
- Exposure to federal contract operations, including staffing, forecasting, financial management, deliverable tracking, and risk management.
- Experience supporting technical solutioning, business development, capture, or proposal development.
- Demonstrated interest in progressing into a Program Manager or Deputy Program Manager role.
- PMP, CSM, PMI-ACP, SAFe, Microsoft, or related technical certifications.
Target salary range: $120,000-$140,000
