The Program Manager will serve as a key interface between Moog’s C929 program team and global design centers and our strategic partner, Qing’an, providing technical support, project coordination, and supplier engagement. You will ensure technical alignment, support manufacturing execution, and drive quality and schedule adherence across C929 program.
This position requires exceptional communication and cross-cultural collaboration skills to ensure queries/requests/issues can be captured, described and communicated accurately and on a timely manner, and to navigate the best path among various organizations to close the loop efficiently. They will work with Moog C929 program team and Qing’an, supporting design, qualification, and production activities while identifying risks and facilitating timely resolution. The Program Manager reports directly to Moog and is measured against Moog’s project performance KPIs.
Key Responsibilities
1. Project Management & Execution
- Lead and coordinate assigned aerospace manufacturing projects through design, qualification, and into production and delivery.
- Track progress against milestones, schedule, cost, and risk.
- Provide structured reporting to Moog integrated project team leaders, program management, and engineering leadership.
- Escalate emerging technical or delivery risks with clear mitigation actions.
2. Engineering & Manufacturing Support
- Provide day‑to‑day engineering liaison support, ensuring compliance with Moog technical requirements.
- Act as a primary communication bridge between Moog global engineering design centers cross‑functional teams (design, systems, stress, quality, supply chain, program management) and Qing’an to resolve technical or production issues.
- Support supplier‑led design development including requirement interpretation, review of engineering data, and validation of complex aerospace hardware.
- Plan and conduct technical reviews (PDR, CDR, design updates), ensuring outputs meet Moog, customer, and regulatory requirements.
- Maintain robust configuration management: change control, and documentation accuracy.
- Support transition to production, ensuring manufacturability, process capability, and compliance with aerospace quality standards.
- Provide on‑site assessment of manufacturing processes, tooling, inspection methods, and readiness activities, including FAI compliance.
- Monitor and report design maturity, engineering deliverables, and technical risks to ensure early visibility.
3. Supplier & Stakeholder Interface
- Translate technical requirements accurately (English ↔ Mandarin).
- Facilitate technical reviews, audits, and on-site visits for Moog and customer teams.
- Coordinate technical discussions and design reviews across geographically distributed teams.
- Ensure timely and consistent sharing of engineering data and correspondence.
- Build strong working relationships with Qing’an engineering and production teams.
4. Risk Management & Continuous Improvement
- Identify technical, quality, or supply chain risks early and drive mitigation activities.
- Support continuous improvement initiatives to enhance quality, capability, and delivery performance.
- Monitor supplier KPIs and support actions to improve efficiency and execution.
Required Qualifications & Experience
- Bachelor’s degree in Aerospace Engineering, Mechanical Engineering, Manufacturing Engineering, or related technical discipline.
- 5+ years of experience in aerospace or precision manufacturing.
- Fluent in both English and Mandarin Chinese (written and verbal), with excellent technical communication skills.
- Professional experience in the aerospace industry, preferably involving flight control actuation, aircraft systems integration, or similar.
- Strong understanding of the New Product Introduction (NPI) lifecycle and configuration-controlled development.
- Proven experience managing engineering projects in a technical environment.
- Strong understanding of aerospace manufacturing processes and quality systems (AS9100 or equivalent preferred).
- Experience with international customers, OEMs, or global engineering environments.
