The Senior Manager, Ship People & Culture (P&C) Operations provides operational leadership for the P&C teams serving onboard Mercy Ships vessels. This role oversees the Ship P&C Directors and P&C Support Specialists, ensuring consistent, high-quality delivery of P&C services across both ships within a volunteer and maritime-based operating environment. 

 

The Senior Manager partners closely with the Senior Director of Ship P&C Operations and the Transformation Partner to support the implementation of organizational improvements, policy updates, and system enhancements. While not the primary driver of P&C transformation initiatives, the Senior Manager ensures that changes are adopted effectively at the ship level and operationalized in daily practice.

 

This role supports a multi-status workforceincluding volunteers and employeeswithin a faith-based, international NGO environment. It serves as the operational bridge between shipboard P&C teams and shore-based leadership.

 

The role requires the ability to operate within, or rapidly learn, a maritime-informed context, including shipboard realities, operational constraints, and the integration of crew wellbeing with operational readiness.

 

*Compensation range for this position is $90,000- $95,000

How You’ll Contribute

  • Provides direct supervision, coaching, and support to Ship P&C Directors and P&C Support Specialists, ensuring clarity of responsibilities and a healthy team culture.
  • Oversees the day-to-day execution of P&C operations onboard both vessels ensuring alignment with organizational expectations and maritime regulations.
  • Partners with the Senior Director and Transformation Partner during policy, process, and systems rollouts to ensure effective adoption and feedback from ship teams.
  • Serves as the first-line escalation point for moderate-level crew relations and disciplinary cases to support the on-ship Directors; collaborates with the Senior Director on high-risk or sensitive matters.
  • Coordinates across stakeholders under time-sensitive and high-impact conditions, ensuring decisions are timely, consistent, and care-centered.
  • Builds and maintains strong working relationships with shipboard leadership teams, including Managing Directors, Captains, and Senior Management Teams, acting as a trusted operational partner.
  • Ensures ship-to-ship standardization in P&C processes, reporting, expectations, and operational standards, while accommodating contextual differences where appropriate.
  • Monitors operational metrics, identifies areas for improvement, and supports continuous improvement initiatives in collaboration with ship teams and senior leadership.
  • Serves as a key link between shipboard and shore-based stakeholders, ensuring clear communication, unified expectations, and aligned priorities.
  • Travels to the ship(s), as needed, to maintain operational consistency and/or fill in for the on-ship Director.
  • Supports crew care practices across ships, collaborating with Chaplaincy, Member Care, Crew Occupational Health, and other departments as needed.

The Ideal Candidate

  • Strong leadership and people management skills, with experience supervising managers and multi-location teams. (Required) 
  • Demonstrated expertise in HR/People operations, including case management, crew/employee relations, and policy application. (Required)
  • Ability to lead within a multicultural, international, faith-based NGO environment. (Required)
  • Strong communication, collaboration, and conflict-resolution skills. (Required)
  • Ability to partner effectively on change initiatives, supporting adoption and implementation at the operational level. (Required)
  • High cultural intelligence and emotional maturity; ability to navigate sensitive interpersonal situations with grace. (Required)
  • Familiarity with HRIS systems and process-oriented workflow management. (Required)
  • Ability to operate effectively within a maritime or remote-operating context, or to quickly develop working knowledge of shipboard environments and constraints. (Required)  

Education & Experience

  • Bachelor’s degree in Human Resources, Organizational Leadership, Business, or a related field. (Preferred) 
  • 5–7 years of progressively responsible experience in HR, People Operations, and/or volunteer program management. (Required) 
  • Experience in nonprofit, NGO, mission-based, international, or volunteer-reliant settings. (Preferred) 
  • Experience in maritime, remote, or highly regulated operational environments. (Preferred) 
  • Or equivalent combination of experience and education.
