MetaPhase supports a federal strategic communications and training section that develops policy-informed communications, delivers targeted training, and ensures messaging aligns with regulatory standards and national security priorities. In this role, you will collaborate with cross-functional stakeholders to produce accurate, accessible content and training solutions that strengthen compliance, promote data integrity and support informed decision-making across the program. 

In support of this project, MetaPhase is seeking a Senior Instructional Designer with 10+ years of experience to provide strategic and operational leadership for the design, development, delivery and evaluation of large-scale government training and outreach programs. The Senior Instructional Designer will support federal stakeholders by translating complex policies, regulations and technical systems into effective learning experiences for diverse audiences. This position will oversee the full lifecycle of instructional design activities and ensure training programs are scalable, compliant, measurable and aligned with federal policies, branding and accessibility requirements.   

What You Will Be Doing:  

• Lead the design, development, and execution of enterprise-level training and outreach strategies supporting federal programs and regulated environments. 

• Develop high-quality instructor-led, virtual, blended, and self-paced learning solutions. 

• Translate complex regulatory, policy, and technical content into clear, engaging, and accessible training materials. 

• Create full lifecycle training products including curriculum, storyboards, presentations, facilitator guides, participant materials, job aids, and eLearning content. 

• Design assessments and evaluation methods to measure training effectiveness and use performance data to continuously improve learning solutions. 

• Coordinate content reviews and clearances with subject matter experts, technical editors, and federal stakeholders. 

What We Need From You (Required):   

• Demonstrated experience designing, developing, updating, and maintaining training products, including eLearning, user guides, job aids, process materials, multimedia content, and instructor-led training materials.  

• Demonstrated ability to apply instructional design and user-experience principles to create clear, accessible learning solutions.  

• Experience developing online course materials, including course outlines, storyboards, content, and audio/visual learning elements.  

• Experience supporting virtual and in-person instructor-led training, webinars, or other synchronous learning activities.  

• Experience with training-development tools such as Camtasia and Articulate Storyline 360, as well as collaborative tools such as Microsoft SharePoint.  

• Ability to ensure training products meet quality, Section 508 accessibility, and SCORM conformance requirements.  

• Relevant experience in one or more of the following areas: HRIT, applications training, course development, instructional systems design, talent management, organizational change management, organizational psychology, or learning engineering.

Clearance & Education:  

• U.S. Citizenship required. 

• Minimum bachelor’s degree in Instructional Design, Education, Communications or a related field. Equivalent experience may be substituted. 

• Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $115,000 - 135,000.
