The Position:
Position General Summary:
The Senior Buyer, under the supervision of the Senior Manager, Procurement and Contracting, is responsible for executing key purchasing and contracting functions. This role processes FLVS procurement requests and manages assigned contracting activities in accordance with established policies, procedures, and Florida Statutes. The Senior Buyer serves as a liaison to department stakeholders, providing education, guidance, and support throughout the procurement process. This includes assisting departments with identifying procurement solutions, processing purchasing needs, and offering recommendations to enhance purchasing practices and compliance. In addition, the Senior Buyer negotiates within established parameters non-purchasing agreements such as dual enrollment articulation, internship, research, partnership, and non-disclosure agreements.
Essential Position Functions:
- Administer procurement processes resulting in the acquisition of a wide range of commodities and services resulting from competitive, exempt, and alternative procurement methods in accordance with established policies, procedures, and Florida Statutes
- Conduct procurement planning sessions with business and stakeholders to ensure understanding of the procurement process and associated timeframes, and establish respective roles and responsibilities
- Identify and recommend to procurement team leadership the appropriate method of procurement in accordance with established procedures and spend thresholds
- Review and make edit recommendations for specifications and scopes of work to ensure clarity and completeness; incorporate final specifications and scopes of work into the appropriate contractual or solicitation document
- Develop and publish competitive solicitation and request for quote documents; this includes coordinating required reviews with procurement department leadership and stakeholders
- Identify and source potential vendors, using various resources, to ensure adequate competition
- Facilitate public meetings for the solicitation process by providing information, instructions, and responding to vendor questions to ensure the clarity of solicitation documents; issue addendums as needed
- Review quotes, bids, and proposals for responsiveness to minimum requirements of the solicitation and notify affected bidders/proposers of non-responsiveness and non-responsibility findings
- Prepare award recommendations and notices in compliance with FLVS policy and statute
- Negotiate with vendors to obtain best prices and most favorable terms
- Draft, review, and coordinate contractual documents, including scopes of work, terms and conditions, performance standards, renewal provisions, pricing structure, and required forms
- Oversee the end-to-end contracting lifecycle, from purchasing requests, requirements development, method of procurement recommendation, award, execution, on-going administration, renewal, and close out as needed
- Facilitate FLVS office of general counsel review of contractual documents for legal form and sufficiency; clearly communicate to vendors and internal stakeholder the office of general counsel feedback to achieve mutually agreeable terms
- Consult with department stakeholders to determine commodity/service needs and delivery schedules
- Review requisitions and purchase orders for accuracy and compliance with FLVS policies as needed
- Provide guidance, training, and mentoring to personnel on procurement processes and department technology and systems
- Develop and deliver procurement training(s) for new staff members, cross-training, and refresher training to existing staff members
- Participate in procurement department systems testing, analysis, updates, and improvements
- Negotiate and process non-fiscal agreements, including, but not limited to internship agreements, dual enrollment agreements, research agreements, partnership agreements, and non-disclosure agreements
- Meet professional obligations through efficient work habits such as, meeting deadlines, honoring schedules, coordinating resources and meetings in an effective and timely manner, and demonstrating respect for others

Minimum Requirements:
Education/Licensure/Certification:
- Bachelor’s Degree; or equivalent combination of education and relevant experience
- NIGP-CPPB Professional Certification or equivalent, preferred
Experience:
- Five years of professional procurement or related experience
Knowledge, Skills, and Abilities (KSA's):
- Knowledge of local, state, and federal procurement statutes
- Ability to exercise independent judgment to adopt or modify methods and standards to meet assigned duties/objectives
- Knowledge of the Federal Guidelines for Federal Grant purchases
- Experience using computer to enter, retrieve, review, and modify data
- Ability to compile, review, categorize, prioritize, analyze, and interpret data and/or information through spreadsheets and other approved applications
- Ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations
- General understanding of generative AI in the workplace (preferred)
- Ability to work effectively work remotely and independently
