Senior Advisory Board Member

U.S. Coast Guard | Strategic Advisory, Mission Engineering, and Future Force Development

Location: Remote / Washington, DC Metropolitan Area (Travel as Required)

Employment Type: Part-Time / Intermittent / As-Needed

Openings: Multiple

Opportunity Status: Contingent Upon Contract Award and Authorized Requirements

The Challenge:

What if your military, federal, or technical leadership experience could help shape the future of the United States Coast Guard?

As the Coast Guard advances Force Design 2028, the Service is preparing for a rapidly evolving operational environment shaped by emerging technologies, changing national security priorities, and increasingly complex mission requirements.

Meeting these challenges requires more than understanding today's Coast Guard. It requires anticipating tomorrow's operational environment, identifying emerging mission challenges, and translating those challenges into actionable capability requirements.

JCTM is assembling a Senior Advisory Board of accomplished military leaders, federal executives, mission engineering professionals, and technical experts who can bring diverse perspectives to the Coast Guard's future development.

We are seeking forward-thinking professionals who can challenge conventional assumptions, evaluate emerging mission concepts, and help connect strategic vision with operational capabilities. This opportunity provides a flexible way to apply your experience to consequential national security challenges through part-time, project-based advisory engagements.

Build Your Career:

At JCTM, we value knowledge, experience, integrity, and commitment. Joining our team means becoming part of an organization that empowers individuals, prioritizes ethical practices, and fosters a culture of collaboration and growth.

Challenging Projects:

As a Senior Advisory Board Member, you will contribute specialized expertise and executive-level perspective to JCTM's proposed strategic advisory capabilities supporting the U.S. Coast Guard's Futures Development and Integration (FD&I) Directorate and associated organizations.

You will collaborate with experienced military leaders, federal professionals, mission engineers, program managers, and technical specialists to evaluate future operational challenges, assess capability gaps, and develop actionable recommendations supporting Coast Guard modernization initiatives.

Advisory engagements may focus on enterprise strategy, mission engineering, future force design, operational readiness, emerging technologies, acquisition strategy, organizational transformation, and capability development.

The Senior Advisory Board is designed to bring together professionals with complementary backgrounds, recognizing that tomorrow's maritime challenges may require insights from multiple military services, federal agencies, technology sectors, and operational domains.

Our vision is to establish a network of senior advisors whose collective experience can support multiple authorized Coast Guard efforts, providing specialized expertise where it delivers the greatest mission value.

These positions are intended for intermittent or part-time advisory engagements rather than traditional full-time assignments. Actual assignments will depend on authorized contract requirements, individual expertise, availability, and Government approval.

Key Responsibilities:

  • Senior Strategic Advisory: Provide executive-level insight and recommendations concerning Coast Guard strategy, future force development, organizational priorities, operational capabilities, and enterprise modernization.
  • Mission Engineering and Future Capability Development: Analyze current and emerging mission challenges, anticipate future operational requirements, identify capability gaps, and help translate mission needs into operational concepts, capability requirements, and potential solutions.
  • Future Operating Environment Assessment: Evaluate emerging threats, technologies, operational domains, and national security trends that may influence future Coast Guard missions, force structure, and capability investments.
  • Force Design 2028 Support: Contribute subject-matter expertise to strategic planning, organizational transformation, capability assessments, and implementation activities associated with Force Design 2028.
  • Cross-Domain and Joint Mission Integration: Apply experience from Coast Guard, Department of Defense, interagency, and technical environments to assess how capabilities and operational concepts from other domains may inform future maritime missions.
  • Enterprise Strategy and Capability Assessment: Evaluate organizational capability gaps, resource challenges, operational dependencies, and strategic risks to inform practical recommendations.
  • Senior Leadership Engagement: Participate in authorized strategic discussions, working groups, advisory sessions, and executive-level briefings involving Coast Guard programs and leadership.
  • Organizational Transformation: Advise on enterprise restructuring, leadership alignment, workforce modernization, change management, and implementation of organizational initiatives.
  • Operational Readiness and Mission Integration: Provide insight into maritime mission execution, force structure, training, readiness, and field-level implementation challenges.
  • Acquisition and Capability Development: Support assessments of capability requirements, acquisition priorities, investment strategies, portfolio decisions, and modernization initiatives based on individual expertise.
  • Innovation and Emerging Technologies: Evaluate the potential operational applications of emerging technologies, including autonomous systems, artificial intelligence, advanced sensors, space-enabled capabilities, digital modernization, and other technologies relevant to future mission requirements.
  • Wargaming, Modeling, and Operational Experimentation: Contribute to scenario development, capability analysis, operational experimentation, and assessment of alternative future force concepts when aligned with individual qualifications.
  • Cross-Program Advisory Support: Identify relevant lessons learned, strategic risks, and improvement opportunities that may benefit multiple Coast Guard offices or other authorized JCTM engagements.
  • Strategic-to-Operational Integration: Collaborate with JCTM's BPA Program Manager, designated program leads, and technical personnel to connect strategic recommendations with practical implementation and measurable mission outcomes.
  • Research and Executive Deliverables: Review relevant studies, strategic plans, assessments, and program information; contribute to executive briefings, advisory memoranda, recommendations, and other authorized deliverables.
  • Professional and Ethical Compliance: Maintain appropriate confidentiality, safeguard Government and proprietary information, and comply with applicable security requirements, post-Government employment restrictions, and conflict-of-interest policies.

You Have:

  • Significant senior-level leadership, mission engineering, strategic planning, technical advisory, or subject-matter expertise within the U.S. Coast Guard, another U.S. military service, federal government, defense industry, or related national security field.
  • Demonstrated experience in one or more of the following areas:
    • Enterprise strategy, force development, or long-term operational planning.
    • Mission engineering, mission analysis, operational requirements development, or capability gap assessment.
    • Military command leadership or senior federal program leadership.

    • Wargaming, modeling and simulation, operational experimentation, or future operating concept development.
  • Experience evaluating complex operational or technical challenges and providing actionable recommendations to organizational or program leadership.
  • Demonstrated ability to assess emerging requirements and connect strategic objectives with operational capabilities, technical solutions, or implementation considerations.
  • Strong analytical, interpersonal, and executive communication skills.
  • Ability to collaborate with multidisciplinary teams and contribute independent professional judgment.
  • Availability for intermittent, part-time, remote, or in-person advisory engagements as requirements arise.
  • Ability to comply with applicable ethics, confidentiality, security, and conflict-of-interest requirements.
  • Ability to satisfy Government personnel security and access requirements applicable to assigned work.

Nice to Haves:

  • Retired U.S. Coast Guard flag officer, senior captain (O-6), or senior federal civilian executive with significant operational or Headquarters experience.

  • Prior service within Coast Guard Headquarters, military operational commands, acquisition organizations, capability-development offices, or major program executive offices.
