About Us

The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

Description of Work

The Section Chief for the Office of Federal Programs provides strategic leadership, operational oversight, and programmatic guidance to ensure the effective implementation, compliance, and continuous improvement of federally funded education programs. The Section Chief collaborates with internal divisions, public school units (PSUs), community partners, and federal stakeholders to ensure efficient administration, monitoring, and technical assistance across assigned program areas. The Section Chief will work collaboratively with other office Section Chiefs within the Office of Federal Programs and complete other duties as assigned by Director or Assistant Director.

Job Responsibilities:

Support statewide initiatives designed to improve educational outcomes for disadvantaged, underserved, and at-risk student populations while ensuring alignment with federal statutes, state policies, and agency priorities.

Provide supervision and support of program administrators overseeing statewide comprehensive and targeted support initiatives funded through federal programs, including the development and implementation of support frameworks for identified schools.

Provide supervision and support of program administrators providing leadership over data reporting, application systems, project management, and digital infrastructure supporting the Office of Federal Programs.

Provide leadership in federal compliance, audit readiness, risk assessment, and program monitoring processes.

Develop and deliver statewide training, professional development, and technical assistance for PSUs and program stakeholders.

Provide direct supervision, leadership development, evaluation responsibilities, monitor performance and expectations, ensure compliance with federal and state requirements, foster a positive work environment, address employee relations issues of direct reports.

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $70,627.00 - $111,000.00

Manager Preferences:  

  • Experience in grants administration, data reporting, and the planning/managing or multiple projects; including the preparation and presentation of formal proposals and recommendations.
  • Demonstrated experience in federal school improvement efforts (i.e. TSI, CSI, IPG)

Minimum Education and Experience

Doctoral degree in education or in the special education field to which assigned from an appropriately accredited institution, and two years of progressively responsible experience in public education; or an equivalent combination of education and experience OR A Master's degree in education or in the special education field to which assigned from an appropriately accredited institution, and four years progressively responsible experience in public education.
