That’s why we invest in talent, innovation, and leadership, fostering a workplace where your contributions make a real impact.   Position Summary The Safety and Occupational Health Specialist supports GSA’s National Safety and Occupational Health Program by providing expert technical guidance, policy interpretation, and program oversight across GSA’s nationwide portfolio. The role serves as a national subject matter expert in occupational safety and health, construction safety, hazard analysis, accident prevention, and regulatory compliance. The Specialist conducts inspections and investigations, develops national guidance and training, supports policy development, and advises GSA and tenant agencies on complex safety issues. The position also represents GSA in stakeholder meetings and supports records management, program tracking, and continuous improvement initiatives.   Essential Functions Provide expert technical advice, consultation, and policy interpretation on OSH requirements, hazard control, accident prevention, and regulatory compliance. Serve as a national subject matter expert across OSH program areas including construction safety, electrical safety, fall protection, confined space, PPE, hazard communication, medical surveillance, and job hazard analysis. Develop OSH policies, guidance, and training; deliver continuing-education-eligible training and maintain associated records. Conduct OSH inspections, technical surveys, and facility evaluations; prepare reports, abatement plans, and cost estimates to address identified hazards. Investigate major safety incidents, determine root causes, and recommend corrective actions to prevent recurrence. Review construction and alteration plans to ensure safety requirements are incorporated and risks are minimized. Manage internal OSH program elements including inspections, reporting, recordkeeping, and compliance with the OSH Act, Executive Order 12196, and 29 CFR 1960. Represent GSA in meetings with tenant agencies, regulatory bodies, and union representatives to ensure OSH requirements and GSA interests are fully considered. Support national risk management survey programs by reviewing reports, recommending corrective actions, and validating completed abatement measures. Utilize specialized safety instruments to evaluate building environments and determine suitability of facility conditions. Maintain OSH data, reports, and records in designated systems; support FRMD records management and program tracking. Monitor new laws, regulations, standards, and best practices to recommend updates to policies and program operations. Maintain relationships with national safety organizations and support educational campaigns promoting safe practices on and off duty. Perform additional duties assigned by the FRMD Director or designee; travel as required. QualificationsMinimum Requirements Bachelor’s degree in safety, occupational health, industrial hygiene, or related field; or a degree supplemented by at least 24 semester hours in related scientific or technical disciplines. Minimum of five years of relevant scientific or technical experience in occupational safety and health. Professional certification (e.g., CSP, CIH, CHMM) preferred. Expert knowledge of OSH concepts, principles, laws, regulations, and codes, with the ability to recommend substantive program changes and develop new approaches to complex safety challenges. Technical authority-level knowledge of occupational safety, building construction methods, hazardous materials, industrial processes, and safety systems. Ability to read and interpret engineering drawings and specifications to ensure adequate safety and health protections. Extensive knowledge of hazardous work operations across diverse facility types, enabling hazard detection, accident analysis, and compliance evaluation. Ability to make independent judgments, develop new procedures, and recommend control measures for complex or unprecedented safety issues. Strong oral and written communication skills to present recommendations, articulate technical information to non-technical audiences, and represent GSA to external stakeholders.
