POSITION SUMMARY

Q-Q Research Consultants seeks a highly qualified research and evaluation professional to conduct rigorous outcome evaluations of international infrastructure and development activities. The consultant will independently manage assigned evaluations from initial research and stakeholder outreach through analysis, report development, revision, and final submission. The role requires exceptional judgment, disciplined project management, cultural responsiveness, and the ability to produce accurate, evidence-based reports under recurring deadlines.





Q-Q Research Consultants (QQRC) is a research and evaluation firm conducting work domestically and internationally. QQRC helps organizations assess the quality, results, and impact of their investments through rigorous, practical, and culturally responsive evaluation services.

Primary Responsibilities

• Lead comprehensive external evaluations, applying a level of effort and methodology appropriate to each assignment.

• Review project files, agreements, technical reports, prior assessments, and other available documentation to establish the project history, intended outcomes, and evaluation questions.

• Conduct targeted secondary research using government, industry, company, media, multilateral, and country-specific sources; assess source credibility and reconcile conflicting information.

• Plan and conduct professional outreach by email, telephone, and virtual interview; tailor communication methods to the stakeholder, country context, language, and cultural considerations.

• Apply sector, regional, and program-evaluation knowledge to determine project status, commercial outcomes, development benefits, future developments, and unresolved questions.

• Analyze qualitative and quantitative evidence, distinguish verified results from anticipated outcomes, and develop well-supported findings, conclusions, and recommendations.

• Enter and manage evaluation data in designated online systems and use required templates to generate complete, consistent, and review-ready reports.

Reporting, Quality, and Performance Expectations

• Produce clear, concise, and analytically rigorous evaluation reports that are factually correct, internally consistent, grammatically sound, and understandable to a knowledgeable reader.

• Maintain an agreed-upon and consistent report-production schedule, manage multiple evaluations concurrently, and promptly communicate risks that may affect deadlines or data collection.

• Prepare public and confidential project summaries, methodology descriptions, contact documentation, findings, closing observations, and evidence-based recommendations, as required.

• Incorporate all internal and client review comments thoroughly and accurately; verify that revisions resolve the underlying issue rather than merely editing wording.

• Contribute to higher-level or significant evaluations that may require expanded research questions, enhanced methodology, additional analysis, or executive-level summaries.

• Support aggregate analysis and final reporting by identifying cross-project trends, recurring barriers, emerging outcomes, and opportunities to strengthen evaluation methods and reporting requirements.

• Participate in regular virtual meetings, provide concise progress updates, discuss barriers and evaluation strategies, and coordinate outreach with project leadership and other analysts.

• Protect confidential, proprietary, commercially sensitive, and non-public information and comply with all applicable data-security, technology, and nondisclosure requirements.

Required Qualifications

• Bachelor’s degree in evaluation, economics, international development, public policy, business, social sciences, or a related field, plus at least five years of relevant program-evaluation experience; a master’s degree is strongly preferred.

• Demonstrated experience independently conducting outcome, performance, or impact evaluations and producing high-quality written deliverables for government, development, consulting, or similarly complex clients.

• Advanced qualitative research skills, including document review, stakeholder mapping, interview planning, interviewing, evidence synthesis, and triangulation across multiple sources.

• Ability to interpret quantitative information, validate reported results, identify inconsistencies or data gaps, and present quantitative findings accurately in narrative and tabular formats.

• Exceptional technical writing and editing skills, with a record of producing polished reports that withstand detailed quality-assurance and client review.

• Strong judgment and analytical reasoning, including the ability to determine when evidence is sufficient, when additional outreach is necessary, and how to communicate limitations transparently.

• Proven ability to manage multiple assignments, recurring deadlines, outreach follow-up, documentation, and revisions with limited supervision.

• Experience conducting internet research beyond peer-reviewed literature, including foreign government sites, company materials, trade publications, press releases, industry sources, and local media.

• Professional experience engaging individuals from diverse cultural backgrounds and communicating with senior, technical, governmental, and private-sector stakeholders.

• High proficiency with Microsoft 365, virtual collaboration platforms, VPNs, government or client databases, and structured data-entry systems.

• Authorization to work in the United States, primary residence in the U.S., and ability to meet any project-specific security, confidentiality, and technology-access requirements.

Highly Desired Qualifications

• Professional or academic experience related to international infrastructure, foreign assistance, trade and export promotion, private-sector participation, or large-scale project development.

• Regional or country experience in developing and middle-income markets.

• Professional proficiency in Spanish or Portuguese; French, Arabic, or other languages used in international development settings are also valued.

• Experience assessing commercial outcomes, project financing, economic or development benefits, sustainability, and implementation barriers.

• Experience working within formal quality-assurance processes and using standardized evaluation templates or database-generated reports.
