Project background 

The 2nd Global Ministerial Conference on Ending Violence Against Children
(VAC Ministerial) stands as a landmark event in the global effort to combat violence affecting children. Led by the government of the Philippines and organized in partnership with key entities such as WHO and UNICEF, this conference represents a crucial gathering of Ministers and high-level policymakers committed to child protection. 


The organizers of the conference have committed to an inclusive approach that not only recognizes the wide spectrum of violence against children but also places a significant emphasis on incorporating the voices and leadership of survivors throughout the event's duration. 

Brave Movement and Together For Girls (TfG) will be supporting a delegation to attend the VAC Ministerial in Manila, Philippines from 14th-20th November 2026. This will include members from the Global Survivor Council as well as other survivor leaders working with Brave Movement. The delegation will include survivors of various forms of violence, including sexual violence, trafficking and online bullying. The delegation will also include TfG and Brave Movement staff and consultants, some of whom are survivors themselves. The delegation will total a maximum of  21 people from a diverse range of backgrounds and geographies. 


The Global Survivor Council  Coordinator is responsible for the meaningful, safe, and well-resourced participation of survivor leaders in TfG and Brave's engagement with the 2026 VAC Ministerial Conference. This is a specialized role focused entirely on the survivor constituency: their recruitment into the Survivor Council/working group, their preparation, their voice within the conference process, their safety, and their experience throughout.


This role does not manage general project logistics (owned by the Events & Logistics Coordinator), communications strategy (owned by the PM), or policy development (led by the PM with survivor input). The Global Survivor Council Coordinator's distinct remit is survivor-specific: the people, the process, the preparation, and the welfare.


Role Responsibilities:

1.   Survivor Council / Working Group Formation & Facilitation

This is the foundational and ongoing work of the role:

  • Recruit and establish the Global Survivor Council, in and through both the Brave Movement and other survivor movements
  • Convene and facilitate the Council/working group regularly from formation through to post-conference  maintaining an active, engaged group throughout, not a passive list.
  • Manage the transition from working group to conference delegation as the event approaches, ensuring members are clear on their roles, responsibilities, and the support available to them.


2.  Survivor Preparation & Capacity Building

  • Develop and deliver a structured preparation programme for survivor leaders: briefing sessions, conference orientation, and targeted preparation for their specific engagements.
  • Coordinate survivor input into key TfG/Brave policy and advocacy materials  ensuring genuine consultation, not nominal sign-off.
  • Prepare survivor leaders for panel participation, bilateral meetings, and media moments with tailored briefing notes.
  • Coordinate with the Project Manager to align survivor preparation with the broader delegation strategy and advocacy narrative.
  • Ensure all survivor leaders understand the conference context, TfG/Brave's goals, and their own role clearly enough to engage with confidence.


3.  Pre-Conference Survivor Engagements

  • Support survivor leaders to attend and inform regional and national consultations and other pre-conference events, matched to their expertise and experience.
  • Organize survivor-led pre-conference events or activations including, where appropriate, a major moment ahead of the Ministerial (building on the 100-days event model from 2024).
  • Work with the Brave/TfG communications team to identify and secure media and advocacy opportunities for survivor leaders ahead of the conference.


4. Trauma-Informed Practice & Safeguarding

Trauma-informed practice is a non-negotiable thread running through every aspect of this role  not a standalone activity:

  • Embed trauma-informed approaches across all survivor engagement: selection, preparation, on-site coordination, and post-conference reflection.
  • Develop and implement a safeguarding framework for the survivor delegation in consultation with TfG/Brave safeguarding leads.
  • Ensure all survivor leaders have clear, honest information about what their participation will involve, what support is available, and how to step back or seek help if needed.
  • Apply the principle of informed consent throughout no survivor is placed in a situation they have not actively agreed to.
  • Work with the Events & Logistics Coordinator to ensure the physical environment (accommodation, spaces, transport) meets survivor delegate welfare needs.


5. On-Site Psychological Support Coordination

  • Lead the planning and coordination of on-site psychological support services for survivor delegates and attendees who may be triggered by conference content.
  • Communicate the availability of support services proactively and clearly to survivor delegates and the wider survivor community.
  • Serve as the first point of contact for any survivor delegate who needs welfare support during the conference connecting them with services without gatekeeping.
  • Coordinate with the Events & Logistics Coordinator to secure appropriate private spaces for welfare conversations and support sessions.
  • Proactively check in on survivor delegates throughout conference week rather than waiting for distress to become visible.


6. Conference Week: Survivor Delegation Coordination

  • Serve as the primary coordinator and welfare contact for all survivor delegates throughout conference week.
  • Coordinate final speaker and moderator briefing notes; manage a clear, real-time schedule of which survivor leader is speaking where and when.
  • Organize and facilitate a survivor-only event and/or safe space at or around the conference.
  • Facilitate a preparatory session for the survivor delegation immediately before the conference opens.
  • Support delegates in bilateral meetings, advocacy conversations, and any unexpected engagements that arise.
  • Work alongside the Events & Logistics Coordinator, who owns all transport, accommodation, and physical logistics for the delegation.


7. Survivor Media Support

  • In coordination with the Brave/TfG communications team, prepare survivor leaders for media opportunities.
  • Brief survivors on their rights, the limits they can set, and how to handle difficult or unexpected questions.
  • Support survivors to tell their own stories, in their own words, in ways they have explicitly consented to.
  • Be present and available during media moments to support delegates and intervene if boundaries are being crossed.


8. Post-Conference Reflection & Follow-Up

  • Coordinate a structured feedback and reflection process with survivor delegates and survivor organizations, to assess the experience and the conference's impact.
  • Compile a lessons learned document: what worked, what needs to change, what survivors found valuable, what felt unsafe or unsatisfactory.
  • Share findings with the Project Manager and Deputy Director to inform future planning.
  • Support survivor leaders in any post-conference advocacy follow-up, coordinating with the PM on the broader follow-up strategy.
  • Ensure survivor leaders are recognized, thanked, and kept informed of how their contribution influenced outcomes.


Deliverables 

  • Survivor Council / working group selection process - Documented process with criteria; confirmed working group composition - Month 1-2
  • Regular Council/working group facilitation- active, facilitated group meetings maintained across full timeline - Ongoing
  • Survivor consultation on key materials - Documented survivor input on TfG/Brave advocacy materials and key conference documents - Ongoing
  • Survivor preparation programme - Structured briefing and preparation sessions delivered to all delegation members - Month 3-5
  • Pre-conference survivor-led event - Organized and managed survivor-led pre-conference event or activation - Month 4-5
  • Safeguarding framework - Support Safeguarding safeguarding risk assessment and mitigation strategy for survivor delegation, approved by TfG/Brave leads - Month 2
  • Survivor-only conference event - Organized and facilitated survivor-only space and preparatory session at conference - Nov 2026
  • On-site delegation coordination - All survivor delegates briefed, scheduled, and supported throughout conference week - Nov 2026
  • Post-conference lessons learned document - Structured reflection report: survivor experience, outcomes, and recommendations - End Nov 2026


Time commitment and budget: 

The consultancy will commence on 1st July 20th 2026 (subject to pending grant funding) and conclude on December 5th 2026 on a 3 day per week. We invite applicants to submit a budget including allocation of days and day rate. We request an invoice at the end of each month for services rendered. All budgets should be submitted in Euros. 


Travel costs (including airfare, accommodation, and per diem) to the Philippines will be arranged directly by Brave Movement/Together for Girls. These costs should not be included in submitted budgets. 


Reporting to: 

The consultant will report to the Brave Movement’s  Deputy Director, Campaigns & Advocacy


Qualifications: 

The Global Survivor Council Coordinator should have; 

  • More than 5 years of experience in survivor engagement, delegation coordination, or related roles  ideally in international advocacy or global policy processes.
  • Deep knowledge of trauma-informed practice and demonstrated ability to apply it professionally.
  • Experience designing and running an open, transparent selection or recruitment process for a survivor group or delegation.
  • Experience working directly with survivor leaders and/or people who have experienced violence, abuse, or other trauma.
  • Strong facilitation skills running group processes that are inclusive, safe, and outcome-oriented.
  • Experience managing and coordinating a delegation at a high-level international event.
  • Excellent interpersonal skills; demonstrated ability to build trust across cultures, languages, and lived experiences.
  • Ability to hold space for difficult conversations and support people in distress, while maintaining professional boundaries.
  • Experience with safeguarding frameworks and protocols is strongly preferred.
  • Fluency in English required; Spanish, French, Filipino/Tagalog, or other languages an advantage.
  • Ability and willingness to travel to the Philippines for conference week.
