TELUS Health Retirement and Benefit Solutions (RBS) administer pension and benefits plans for a wide range of client organizations across Canada and the United States. There are approximately nine million members in the plans we manage. We have been developing and providing fully automated administration services for nearly 30 years since our Ariel administration platform was first introduced to the market. Our primary mission is to support our clients in every aspect of the design and delivery of the compensation, benefits, pension, and health management programs they maintain.

We serve a wide range of clients, including corporations, businesses, government organizations, and multi-employer entities. Our Global Operations and Delivery teams are dedicated to leveraging broad expertise and Operations discipline to deliver administration services that meet or exceed client expectations, while optimizing resources and minimizing risk.

We are seeking an experienced Health and Welfare benefits compliance specialist to join our U.S. Benefits Administration Compliance team.  The Regulatory Compliance Specialist plays a critical role in ensuring that TELUS Health's administration of client’s health and welfare plans, voluntary benefits, and retiree medical programs remain fully compliant with federal and state regulatory requirements.

What you'll do

Regulatory Strategy & Thought Leadership

  • Monitor federal and state legislative and regulatory activity impacting health and welfare plans, voluntary benefits, and retiree medical programs; staying ahead of changes that affect our business and our clients.

  • Interpret and assess the impact of ERISA, ACA, DOL, IRS, and state payroll requirements on our products, processes, and client deliverables.

  • Serve as the trusted regulatory resource, providing clear, actionable guidance on complex compliance questions.

  • Anticipate regulatory risks and recommend proactive operational or system-based solutions to stay compliant and minimize exposure.

Client Advisory & Support

  • Partner with plan sponsors as their trusted regulatory advisor, providing timely guidance on legislative changes affecting their employees and retirees; working alongside their legal counsel and internal teams.

  • Translate new or evolving federal and state regulations into clear, practical recommendations tailored to each client's unique plan structure and business needs.

  • Support clients through regulatory transitions by identifying operational gaps, recommending plan design adjustments, and coordinating implementation timelines to ensure smooth execution.

Internal Partnership & Problem-Solving

  • Act as a trusted subject matter expert for Operations colleagues navigating day-to-day regulatory questions—providing clarity, accuracy, and practical context that keeps our processes aligned with requirements.

  • Participate in sales and new business initiatives, providing regulatory expertise that supports client discussions, solution design, and competitive proposals.

  • Review TELUS Health client contracts, Statements of Work, and service descriptions to ensure alignment with regulatory requirements and organizational standards.

  • Support system development and product initiatives by reviewing requirements, validating regulatory logic, and ensuring accurate implementation.

Training & Knowledge Management

  • Develop and deliver training sessions on new or evolving legislative requirements to Operations teams and internal partners.

  • Create internal reference materials, compliance playbooks, and communication tools that help colleagues understand complex regulations and apply them consistently.

What you bring

Required Experience & Knowledge

  • 3+ years of professional experience in benefits administration, regulatory support, benefits operations, or a closely related field.

  • Demonstrated ability to interpret legislation, regulatory guidance, and legal requirements and apply them to real-world operational or system processes.

  • Experience in a TPA (Third-Party Administrator) or multi-client benefits environment where you've worked across multiple client plans and regulations.

  • In-depth, hands-on knowledge in at least one of the following regulatory domains:

    • ERISA and ACA administration

    • Department of Labor (DOL) compliance and reporting

    • State payroll, benefits, or leave law compliance

You don't need to be an expert in all areas—but you have deep expertise in your domain and the foundation to grow in others.

  • Excellent written and verbal communication skills, with the ability to explain complex regulatory concepts clearly to diverse audiences—from plan sponsors and senior leadership to Operations colleagues with varying levels of regulatory familiarity.

  • Strong analytical and problem-solving skills, with meticulous attention to detail and accuracy.

Preferred

  • Direct experience supporting plan sponsor clients on regulatory impact analysis, compliance documentation, and regulatory change communications.

  • Experience supporting system development, product teams, or process improvement initiatives where you've validated regulatory logic and requirements.

  • Professional certifications such as CEBS (Certified Employee Benefit Specialist) or equivalent industry credential.

  • Familiarity with SOC 1 audits and control environments.

  • Experience collaborating with trust/custodial partners and plan actuaries.

Compensation & Benefits

  • Salary Range: $110,000 – $145,000 USD Annual

  • Performance Bonus: Eligible for bonus tied to client delivery and organizational performance

  • Actual total compensation will be determined based on factors such as knowledge, skills, performance and experience.
