Job Title: Quality Policy Trainer
Reports to: Performance and Data Analyst
Position Classification: Exempt
Wage range: $45,760 - $49,920 annually


Primary Objectives of Position: Ensures program compliance, data integrity, and service quality by conducting quality reviews, analyzing workforce activities, and delivering targeted training and technical assistance to support contract requirements and continuous performance improvement
This is a remote position.


Essential Job Functions:


  • Conducts quality reviews using statistical sampling, auditing, and observation of work-in-progress to evaluate compliance with policies, procedures, and contract requirements

  • Develops and implements plans for regular monitoring of required program data

  • Reviews client eligibility determinations and expenditure requests as applicable

  • Monitors case files, reports, and payment requests submitted by staff to ensure compliance with local, state, and federal requirements

  • Documents staff performance related to client enrollment, documentation accuracy, and expenditure processing, and identifies coaching and training needs

  • Prepares quality monitoring reports and documentation to support performance improvement efforts

  • Communicates data findings clearly and effectively, providing actionable recommendations to improve staff competency and service quality

  • Coordinates with management to schedule and deliver follow-up training and technical assistance

  • Develops and administers training programs for staff using classroom, virtual, and hybrid formats, including creation of training materials and assessment tools

  • Reviews operational procedures and workflows to ensure compliance and provides technical assistance to staff to support process and quality improvement

  • Maintains accurate records related to training schedules, attendance, and pre- and post-training evaluations

  • Updates and maintains document control systems and quality monitoring records

  • Applies Extreme Customer Service principles in all interactions with staff, partners, and leadership

Qualifications:
Education: Bachelor's degree or equivalent


Credentials: Certified Workforce Development Professional credential preferred


Experience: Two years of relevant work experience. Requires working knowledge of WIOA, Welfare Transition, SNAP, ES/UI, Trade Adjustment Agreement (TAA), and all applicable local Workforce Service programs. Familiarity with applicable federal, state, and local laws and regulations required. Experience with state data systems preferred.


Skills/Abilities: Must possess strong data entry skills and be proficient in Microsoft Office products with the ability to use various software programs for correspondence, reports, statistical compilation, analysis, and data base access. Ability to clearly and concisely communicate via presentations, in person, written, and oral communications. Ability to work in a fast-paced, team environment and to work independently with minimal direction. Excellent interpersonal skills and customer service orientation.


Technology Requirement: Position requires strong technology proficiency, including use of workforce information systems, Microsoft 365 applications, electronic case management, virtual service delivery tools, and evolving AI-enabled platforms in a paperless environment. Experience working within the Work In Texas system preferred. Successful completion of a basic IT skills assessment is required.


Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage.
