We are seeking a highly skilled Proposal Manager/Writer with at least five years of GovCon proposal writing and end-to-end proposal management experience. This role is primarily focused on proposal writing and management, including RFIs, RFQs, RFPs, grant applications, compliance matrices, outlines, drafting, editing, and submission support. The strongest candidates will have demonstrated experience managing or supporting federal proposal efforts under major Government-Wide Acquisition Contracts and Multiple Award Schedules, especially GSA MAS, NASA SEWP, and OASIS+. 

 

The position supports both prime contractor and subcontractor proposal efforts, works closely with internal and external stakeholders, and helps translate technical inputs, business priorities, and solicitation requirements into compelling, compliant submissions. The role is approximately 70–80% proposal writing and management and 20–30% process support, compliance review, and administrative coordination. 


 

Key Responsibilities 

  • Manage and/or support the full proposal lifecycle, including planning, drafting, compliance review, production, and submission for prime contractor and subcontractor responses. 
  • Lead assigned proposal submissions for RFIs, RFQs, RFPs, technical responses, and grant applications, ensuring timely, compliant, and polished deliverables. 
  • Develop proposal compliance matrices, outlines, schedules, and response templates in coordination with internal teams, external primes, and business partners. 
  • Draft, edit, and refine proposal narratives, technical content, executive summaries, past performance inputs, and other response materials using approved templates and tools, including permitted AI-assisted tools. 
  • Support the company President and leadership team with pipeline development, opportunity tracking, and proposal readiness activities. 
  • Coordinate inputs from technical, Finance, HR, Contracts, and other stakeholders; escalate risks, gaps, unclear requirements, or compliance concerns to leadership as appropriate. 
  • Apply working knowledge of GWAC and MAS procurement vehicles—including GSA MAS, NASA SEWP, and OASIS+—to help align proposal strategy, submission requirements, and vehicle-specific compliance expectations. 


Required Qualifications 

  • Minimum of 5 years of GovCon proposal writing and/or end-to-end proposal management experience. 
  • Demonstrated experience managing or supporting federal proposal efforts under major GWACs and MAS vehicles, including GSA MAS, NASA SEWP, and OASIS+. 
  • College degree in Business Sciences, Information Technology, or a related field. 
  • Proficient in editing technical content provided by subject matter experts or other technical writers and turning it into clear, compliant, persuasive proposal language. 
  • Strong written and verbal communication skills, with the ability to translate research, statistics, goals, objectives, and program outcomes into compelling proposal narratives. 
  • Highly analytical, with the ability to assess complex opportunities, identify challenges, and develop compliant responses aligned with business priorities. 
  • Experience working cross-functionally with internal and external stakeholders, including Finance, HR, Contracts, technical teams, leadership, primes, and subcontractors. 
  • U.S. citizenship is required. 


Preferred Qualifications 

  • Hands-on experience using or supporting GSA eBuy, GSA eLibrary, GSA Advantage, NASA SEWP quote request processes or tools, SAM.gov, FPDS, USASpending, or similar federal market intelligence and procurement systems. 
  • Familiarity with IT, cybersecurity, cloud, software development, managed services, AI/ML, grant management, or other technology-focused federal solutions. 
  • Knowledge of FAR Part 8 ordering concepts for Federal Supply Schedules and FAR 16.505 fair opportunity concepts for multiple-award IDIQ and GWAC ordering. 
  • Experience supporting proposal efforts as both a prime contractor and subcontractor to an external prime contractor.

  • Proposal leadership: Manages deadlines, inputs, compliance, writing quality, and submission readiness without losing sight of strategy. 
  • GWAC and MAS fluency: Understands how federal buyers use GSA MAS, NASA SEWP, OASIS+, IDIQs, BPAs, and related vehicles. 
  • Compliance mindset: Identifies solicitation requirements, documentation gaps, scope concerns, and review risks early. 
  • Cross-functional execution: Keeps leadership, Contracts, Finance, HR, technical teams, primes, and subcontractors aligned through submission.
