SUMMARY

The Economic Linkages for Enhanced Value, Trade, and Exports (ELEVaTE) program is funded by Global Affairs Canada and implemented by Catalyste+, headquartered in Toronto, Canada. It aims to enhance growth and economic relationships between SMEs in Canada and SMEs in Indonesia and the Philippines, particularly those owned and/or led by women. Activities will fall under three main pillars: increasing incomes of SMEs from international trade/investment; improving and diversifying economic relationships between SMEs; and strengthening the enabling environment provided by trade support institutions in Indonesia and the Philippines that fosters SMEs to leverage market opportunities in Canada. The program activities will be implemented by in-country teams in Indonesia and the Philippines, with oversight on program strategy, administration, and reporting led by the team in Canada.

 

Reporting to the Project Manager (PjM), the Project Officer (PO) will contribute towards fulfilling the goals of the ELEVaTE program in-country. The PO will support the PjM on assigned tasks, and will develop and maintain effective relationships with partners, stakeholders, Catalyste+ Advisors (CAs), and Catalyste+ staff. He/she is responsible for providing programmatic and logistical support to design and implement activities in specified regions, with the aim of building government capacity in the areas of good governance, equity, inclusion, public consultation, and digital services; as well as supporting non-state actors in civic education and participation, human rights, and digital literacy. The ideal candidate will be based in Jakarta or Bali.

 

PRIMARY RESPONSIBILITIES

Program Support

  • Participate in partner/stakeholder consultations to support the development of strategies in achieving program goals, and integrating local knowledge, in alignment with donor priorities;
  • Support partnership development, assignment design, and implementation, with the aim to meet/surpass country targets and objectives;
  • Support the timely recruitment and deployment of appropriately skilled CAs by collaborating with the Volunteer Services (VS) department and delivering all logistical support as requested;
  • Support CAs in carrying out their work plans, ensuring they are in line with the program objectives, local context, and Catalyste+ guidelines/policies;
  • Support the collection of content and the development of communications and marketing materials, as requested by the Marketing & Communications team, with the aim to showcase the impact of Catalyste+'s work to key stakeholders;
  • Represent Catalyste+ as a brand ambassador at relevant meetings/events in lieu of the PjM as needed;
  • Contribute to annual work plans and other donor reports.

Operational Support

  • Collaborate with VS department to ensure efficient processes are in place to manage the CAs’ arrival to, placement in, and departure from the program country;
  • Assist with assignment related in-country travel for CAs as needed;
  • Assist the PjM in arranging, in collaboration with partners, accommodation, food, and other services to be provided to the CAs, including the identification and approval of comfortable accommodations in secure and safe locations;
  • Arrange meetings between CAs and partners related to the project’s assignments;
  • Search for, vet, and hire vendors/service providers as needed (e.g. translators, interpreters);
  • Assist the PjM in providing in-country orientation to CAs and monitoring progress of the CAs’ work (e.g. participate in entrance and exit meetings between CAs and partners in lieu of the PjM, as needed);
  • File, manage, and organize documents related to the program country;
  • Adhere to Catalyste+’s policies and processes related to security, emergency preparedness, code of conduct, conflict of interest, misconduct, harassment, and other administrative matters;
  • Assist the PjM with accounting, budget management, and preparation of financial reports to the Program Manager in Canada;
  • Provide any other support to help advance Catalyste+’s work in the program country, as required.

 

Organizational Learning

  • Support gender-based analysis in project design, implementation and learning processes;
  • Actively collect quality data from partners, clients and other stakeholders and share in a timely manner as requested by the Monitoring, Evaluation and Learning (MEL) team;
  • Develop strategic, evidence based suggestions to improve long term results based on learning from implemented activities, partners, volunteers and other stakeholders.
