Project Manager (Remote)

GovCIO is currently hiring for a Project Manager to join our team. The ideal candidate must be able to work independently with minimal supervision. This role is a fully remote position within the United States with core hours of operation from Monday to Friday, 8 AM to 5 PM ET.

Strategic Planning & Product Alignment

• Creates and maintains integrated project and product plans in Jira for contract deliverables and new or existing products, ensuring alignment with Agile Lifecycle Management (ALM) templates, DEAN Product Line standards, and strategic issue types.
• Translates organizational and product vision into actionable roadmaps, Jira issue hierarchies, release plans, and program increments.
• Defines long‑term product evolution needs, including strategy, decommissioning conditions, and alignment with VA enterprise goals.

 Project Execution & Team Leadership

• Manages multidisciplinary project teams, ensuring clarity of priorities, task ownership, and collaboration across technical, functional, and operational staff.
• Oversees schedules, dependencies, risks, and delivery milestones; provides timely status reports and roadmap updates.
• Reviews and manages project health metrics, budget considerations, and progress toward strategic and operational objectives.
• Coordinates product team activities, monitors contractor deliverables, and ensures integration across partner teams.

 Requirements, Backlog & Agile Workflow Management

• Partners with Product Manager and Product Owners to define, refine, and prioritize requirements; maintains Jira backlogs across epics, features, stories, and tasks.
• Facilitates Jira‑based planning activities including backlog refinement, sprint planning, PI planning, and Kanban flow management.
• Ensures user stories, acceptance criteria, and value statements meet quality standards and clearly support Veteran outcomes.

 Risk, Quality & Compliance

• Establishes, tracks, and updates project risks and issues using standardized Jira risk workflows.
• Works proactively with product leadership to identify and implement mitigation strategies.
• Ensures all deliverables meet quality standards, including completeness of Jira content, documentation integrity, testing readiness, and compliance with VA frameworks.

Communication, Reporting & Stakeholder Engagement

• Maintains strong communication channels among project team members, leadership, and stakeholders.
• Prepares clear, compelling presentations, dashboards, and visualizations to communicate project health, priorities, and decisions.
• Documents project value to the business and to Veterans, communicating outcomes and impacts effectively.
• Reports project progress to management, ensuring transparency and timely updates. 

 Meeting Facilitation & Operational Coordination

• Coordinates cross‑departmental participation to ensure alignment between technical teams, business partners, and contract support.
• Organizes and facilitates project meetings, producing agendas, executive updates, action tracking documents, and decision records.
• Captures accurate minutes, documents key decisions, and follows up on action items to ensure accountability and continuous progress.
• Researches and synthesizes information to support problem‑solving, process improvements, and leadership decision‑making

Required Skills and Experience

 

• Bachelor’s Degree plus 10 years of related experience, 8 additional years of experience may be substituted for a degree
• Exceptional verbal, written, and presentation skills.
• Competency in Microsoft applications including Word, Excel, and Outlook.
• Exceptional ability to create compelling presentations using tools such as PowerPoint
• Strong analytical skills required to proactively research information and compile responses to ad-hoc data requests
• Knowledge of project management principles
• Ability to work on tight deadlines
• Ability to excel in a highly dynamic and changing environment
• Ability to effectively communicate, ensuring that all duties are completed accurately and delivered with high quality and in a timely manner
• Strong analytical skills required to proactively research information and compile responses to ad-hoc data requests
• Good decision-making and interpersonal skills
• Ability to work independently and conduct research with minimal guidance and supervision

Clearance Required: Ability to obtain and maintain a Suitability/Public Trust clearance

Preferred Skills and Experience

 

• Experience working with/for VA
• Experience within a Health IT environment is desirable, but not required
• Knowledge of Agile lifecycle management
