Brief Job Description:
The Program Supervisor III performs complex (journey-level) administrative and supervisory program work within DFPS’ Records Management Group (RMG) Division to protect, provide, and preserve the agency’s records. Work involves establishing program goals and objectives; developing program guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; developing budget requests; and coordinating program activities. Supervises the work of others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Essential Job Functions:
1. Supervises the work of assigned program staff and provides training and technical assistance in the program area.
2. Provides day-to-day frontline supervision of records management staff who ensure classification, storage, access, and retrieval of agency records and information.
3. Manages assignments, ensuring workloads are appropriately distributed and prioritized to meet critical deadlines.
4. Performs human resources duties, including hiring, coaching, evaluating performance, administering disciplinary actions, and approving time, leave, and travel.
5. Prepares, reviews, and evaluates reports on the effectiveness of program activities.
6. Stays current on federal and state records and information management laws, applicable rules, agency policies, and procedures.
7. Performs quality assurance and quality control functions, including monitoring and improvement proposals, to ensure records management activities, products, services, and processes meet established agency, state, and federal standards.
8. Develops, implements, and maintains quality assurance plans, quality control procedures, audit tools, and performance measures to evaluate operational effectiveness and compliance.
9. Conducts routine quality reviews, audits, and trend analyses of records management processes and staff work products to identify risks, errors, process gaps, and opportunities for improvement.
10. Monitors quality metrics and key performance indicators (KPIs), prepares quality reports, and provides recommendations to leadership regarding corrective and preventive actions.
11. Ensures corrective action plans are implemented and monitored to address quality deficiencies, improve consistency, and reduce recurring errors.
12. Collaborates with management and staff to establish quality standards, promote continuous improvement practices, and ensure compliance with records retention requirements, confidentiality standards, and agency policies.
13. Provides coaching, training, and technical guidance to staff based on quality review findings and identified performance improvement opportunities.
14. Maintains documentation of quality assurance reviews, quality control inspections, corrective actions, and process improvement initiatives.
15. Utilizes technological tools (e.g., Excel, Word, PowerPoint, Salesforce, and other agency-approved applications) to prepare reports.
16. Prepares or oversees the preparation of training and operational manuals and educational and marketing materials.
17. Develops and presents records and information management education programs for agency staff and provides consultative services regarding records and information management activities and inquiries.
18. Develops schedules to assess training needs.
19. Conceptualizes training materials based on data and research.
20. Confers with staff on program issues and problems to identify and implement solutions.
21. Utilizes a variety of disciplines, such as project management and process improvement, to help employees accept and implement organizational change.
22. Conducts analysis and evaluation of programs and develops effective solutions.
23. Serves as a resource for organizational leadership to assist personnel through organizational changes.
24. Develops and recommends program guidelines, procedures, and policies, and monitors compliance with policies and procedures.
25. Analyzes the effectiveness of documentation and recommends improvement opportunities to management.
26. Coordinates and participates in the development of program goals and objectives.
27. May prepare and conduct seminars and presentations regarding records management and related subjects for citizens, clients, staff, management, or elected officials.
28. Prepares and reviews program budget requests.
29. Gathers input from staff regarding budgetary needs and evaluates requests, including alternative means of achieving desired outcomes.
30. Prepares and submits budget requests, as warranted, with required justification to upper management for consideration.
31. Plans, implements, coordinates, monitors, and evaluates programs, which may include multiple programs.
32. Develops plans for new programs and improvements to existing programs.
33. Implements approved program plans through the full lifecycle, from inception to completion and/or renewal.
34. Conducts ongoing monitoring of programs to ensure goals and objectives are maintained.
35. Escalates significant alterations to planned program activities to upper management.
36. Coordinates and conducts special investigations, program analyses, and research studies, and recommends improvements.
37. Conducts in-depth reviews of programs and performs special assignments as required to maintain unit operations.
38. Assists in developing techniques for evaluating programs.
39. Researches mechanisms used to conduct thorough program evaluations.
40. Performs related work as assigned.
41. Promotes and demonstrates appropriate respect for cultural diversity among coworkers and all work-related contacts.
42. Attends work on a regular and predictable schedule in accordance with agency leave policy.
