Position Summary

Serves as the contractor's primary interface with the COR, KO, and NGB-J37 leadership. Ensures the five-region operational framework is staffed, resourced, and performing to PWS standards. May dual-hat as a Regional JTRS SME. Full authority to act for the contractor on daily operations; ensures no out-of-scope work without official modification.

Primary Duties 

Lead overall program execution; manage regional distribution of personnel to guarantee coverage of all 54 Joint Force Headquarters (JFHQs) without degrading service to any state/territory.

Prepare and deliver Program Management Reviews (PMR); own the Monthly Progress/Status/Management Report (by region) and Metrics Product

Oversee Quality Control Plan implementation; ensure mandatory training (AT, iWATCH, OPSEC, CIAR, CUI, Cyber) completion within required windows.

Approve/coordinate Travel Authorization Requests; maintain travel discipline against Government plug funding.

Serve as escalation point for JFHQ support issues; ensure Letters of Commitment and Key Personnel availability commitments are maintained.

If dual-hatted, perform full Regional JTRS duties.

 

Required Qualifications

Active SECRET security clearance (or ability to obtain fully adjudicated SECRET prior to performance start).

Minimum 10 years relevant experience, of which at least 5 years in joint training, JTS, or Guard/CCMD training & readiness roles.

Demonstrated experience with all four phases of the Joint Training System.

Proven ability to instruct or facilitate at senior-leadership level.

Experience developing or supporting Joint Training Plans.

Working knowledge of DRRS, JTIMS, and/or JLLIS.

U.S. citizenship.

 

Preferred / Highly Desired

Recently separated National Guard OCT, RMPO, or NGB/JFHQ joint training billet.

DOMOPS planning/execution experience (DSCA, NGCS, state emergency response frameworks).

Prior Program Manager or Contract Manager experience on DoD training support contracts.

Familiarity with PIEE/SPM reporting and OASIS+ administrative requirements.

 

Education, Certifications & Training

Minimum: Bachelor's degree from an accredited institution (Master's preferred in National Security, Adult Education, or related field). Equivalent combination of education and extensive relevant experience may be considered.

Preferred certifications/training: Joint Training courses (e.g., Joint Training Orientation or equivalent), DRRS/JTIMS formal training, OPSEC Level I, AT Level I, Cyber Awareness, CIAR/TARP.

Location & Work Arrangement

Primary: National Capital Region (NCR) ----- CONUS; telework/remote authorized provided proximity and responsiveness to assigned region(s) and NGB coordination needs are maintained.

Travel: Regular CONUS travel to JFHQs, exercise sites, and NGB (Arlington area) as authorized; TAR required ≥30 days prior.

Duty hours: Approximately 0800–1630 Monday–Friday except Federal holidays / facility closures.
