JOB DESCRIPTION: The position sits within the Office of the Chief Medical Officer (OCMO). This is a subject matter expert/key personnel position reporting directly to the Chief Medical Officer (CMO). The selectee will support and assist the CMO with CBP medical support efforts, including providing medical direction and guidance in direct support of the CBP components, and provide medical direction for USBP medical operations, including emergency medical services, tactical medicine, contingency response, public health/infectious disease efforts, and medical support for people in custody.

DUTIES/RESPONSIBILITIES:

  • Provide support to the CBP CMO in medical direction and oversight of CBP medical support to operations, to include the medical quality management program, emergency management and contingency response efforts, and the EMR system and/or related health information systems
  • Provide support to the CBP Emergency Medical Services Program and provide recommendations for modifications to improve deficits as identified
  • Provide support to CBP medical data and information analysis efforts
  • Facilitate the method for procuring prescription medical equipment and supplies according to applicable industry protocols and standards.
  • Assist with EMS specific medical direction, credentialing, training, and oversight functions
  • Provide medical oversight, and direction to CBP component EMS programs, special EMS projects, and EMS clinicians in the provision of emergency medical care
  • Implements EMS requirements consistent with applicable DHS policies and ensure standardization, accountability, and quality across CBP EMS programs
  • Ensures compliance with documentation and reporting requirements through the DHS ePCR system
  • Liaises with DHS OHS to ensure alignment with DHS protocols, EMS education, training, and certification
  • Support the establishment of EMS working groups as needed to support policy development and operational capability review
  • Provide medical guidance for contingency operations and unique missions
  • Provide medical quality-assurance oversight and conduct reviews of component EMS Programs in coordination with the CBP EMS Program Manager (PM) and/or component specific EMS Coordinators
  • Participate in post-incident reviews and ensure medical direction is available to qualified personnel

REQUIREMENTS: 

  • Minimum qualifications include a Doctor of Medicine or Osteopathy Degree from an accredited institution; current unrestricted state license to practice medicine; board-certification in a relevant medical specialty field
  • Significant experience in medical program leadership, to include electronic medical record management, medical data and information management, medical quality management
  • Permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States
  • Must be board certified/board eligible in a relevant specialty field (for example, but not limited to emergency medicine, family medicine)
  • Relevant prior operational medicine experience, in a military, law enforcement, humanitarian setting highly desired
  • High degree of independence, initiative, and follow-through on a wide range of sensitive, complex issues 
  • Must be able to manage an extremely fast-paced work environment with significant responsibility and short deadlines
  • Must have excellent oral and written communication skills and be comfortable with skilled building and maintaining relationships with partners across the federal government 
  • Prior Department of War or Department of Homeland Security background investigation a huge plus
