Opportunity (Part-Time): Open-Source Intelligence (OSINT) Curriculum Development & Training Subject Matter Expert (SME) – U.S. Citizen with Secret Clearance

Bottom Line Up Front: Hoplite Group is seeking a U.S. Secret clearance, experienced OSINT Curriculum Development & Training SME to support a multi-phase curriculum development effort for a U.S. Government program building capacity for a partner nation. This role requires both hands-on OSINT expertise and demonstrated instructional/curriculum development experience. This role will focus exclusively on OSINT expertise advising on curriculum content, validating course materials for the U.S. government project, and mentoring faculty to ensure training is operationally relevant and meets NATO and U.S.-aligned standards.

Location: Remote support (CONUS) and periodic OCONUS travel for in-person partner-nation engagements as part of a U.S. Government team.

Level of Effort: Approximately 30–40 hours/month during non-travel months; 80–100 hours/month during engagement months

Travel: Periodic OCONUS engagements; next engagement scheduled for September 2026.


Availability: Immediate

Objective: Provide expert-level OSINT and curriculum-development support to the continued development and delivery of a comprehensive OSINT training program for a U.S. government program supporting a partner nation. The SME will translate complex OSINT concepts into clear, teachable material while advising and mentoring partner-nation faculty throughout the curriculum-development process.

Required Qualifications:
  • Minimum of 5–7 years of dedicated experience collecting, analyzing, and reporting open-source information in an intelligence, law enforcement, cybersecurity, military, or national security context.
  • Proven proficiency with OSINT tools, techniques, and methodologies, including advanced search, GEOINT from open sources, Dark/Deep Web research, data analysis, OPSEC, and attribution management.
  • Demonstrated experience designing, developing, or significantly contributing to technical or intelligence-related training curricula.
  • Experience applying the Analyze, Design, Develop, Implement, and Evaluate (ADDIE) model to curriculum development.
  • Experience translating complex OSINT concepts and tradecraft into clear, teachable, and actionable instructional content.
  • Experience developing individual and collective OSINT training, including curriculum development, review and validation, pilot-course advising, and improvement recommendations.
  • Prior experience in a military, Intelligence Community, law enforcement, or security-agency environment.
  • Familiarity with NATO and/or U.S. standards for intelligence and training.
  • Experience working collaboratively with U.S. and international stakeholders using in-person and virtual facilitation techniques and tools.
  • U.S. citizen with an active U.S. Department of War Secret security clearance.
Certifications & Education:
  • Qualification as a Military Instructor or equivalent instructor certification.
  • Relevant OSINT certifications or formal training (e.g., GIAC GOSI, SANS SEC497, or equivalent military/government OSINT courses) desired.
  • Bachelor’s degree in Intelligence Studies, Cybersecurity, Computer Science, National Security, or a related field desired.
  • Previous advisory or training experience within the U.S. Central Command (CENTCOM) area of responsibility.
