PURPOSE OF CONSULTANCY

Organization: Department of Evidence and Intelligence for Action in Health (EIH) and PAHO technical teams for immunization, health analysis, and digital transformation.

Background
The Pan American Health Organization (PAHO) supports countries of the Region of the Americas in improving vaccination coverage, recovering unvaccinated or under-vaccinated children, and planning campaigns targeted to communities with greater vulnerability or limited access to health services.

The project seeks to identify where children who have not received the first dose of measles vaccine are concentrated. Once these gaps have been identified, the information will serve as the basis for a cloud-based solution that facilitates geospatial microplanning of vaccination campaigns, including territorial prioritization, operational planning, progress monitoring, and decision-making support.

For the solution to be effective, a robust technical architecture alone is not sufficient. The platform must be understandable, usable, and useful for immunization teams, data managers, epidemiologists, health facility managers, and decision-makers at national and subnational levels. These users will have different levels of digital literacy, operational needs, and connectivity contexts.

PAHO requires a consultant specialized in web design and user experience to translate microplanning processes into clear digital flows, define the information architecture, develop low- and medium-fidelity wireframes, and document accessibility and integration requirements for subsequent platform development.

Purpose
Define the initial user experience of a cloud-based web platform for geospatial microplanning of vaccination campaigns aimed at identifying, prioritizing, and monitoring areas with children who have not received the first dose of measles vaccine.

Develop user profiles, information architecture, priority interaction flows, low- and medium-fidelity wireframes, accessibility criteria, and integration notes that translate programmatic needs into a clear interface concept for national and subnational public health teams.

DESCRIPTION OF DUTIES:

Responsabilities

The consultant will be responsible for planning, developing, and documenting the assigned technical components through the following activities:

1. User research and needs assessment

  • Review the programmatic context of the project, user profiles, microplanning processes, and main decisions that the platform must support.

  • Design and conduct interviews, working sessions, or needs assessment activities with users and technical stakeholders designated by PAHO.

  • Identify critical tasks, pain points, barriers to use, information needs, connectivity constraints, and accessibility requirements.

  • Define user profiles, use scenarios, and success criteria for the user experience.

2. Information architecture and interaction flows

  • Design the navigation structure, content hierarchy, and main flows for data upload, geospatial visualization, territorial prioritization, microplan generation, and monitoring.

  • Transform vaccination operational processes into simple, traceable, decision-oriented digital flows.

  • Define system messages, empty states, validations, visible permissions, and feedback mechanisms for users.

  • Coordinate with the backend consultant and technical teams to ensure feasibility and integration of the proposed flows.

3. Wireframing and design guidance

  • Develop low- and medium-fidelity wireframes for the priority modules of the solution.

  • Document preliminary visual, accessibility, interaction, and responsive-design considerations needed to guide subsequent high-fidelity design.

  • Ensure consistency with institutional guidelines, accessibility good practices, and the needs of users with different levels of digital experience.

  • Provide recommendations for scaling, design system maintenance, and future evaluation rounds.    

These activities are essential to ensure that the future solution can identify vaccination gaps, prioritize territories, and support vaccination campaign microplanning in a secure, sustainable manner oriented toward use by national and subnational teams.

Consultant profile

A consultant specialized in web design, user experience, information architecture, and prototyping is required, with the ability to work with multidisciplinary teams in public health, data, technology, and immunization.

The consultancy corresponds to Band A, as it involves specialized services of moderate complexity focused on applied research, information architecture, interaction design, wireframing, accessibility, and technical coordination.

Languages: Advanced Spanish or English; working knowledge of the other language will be considered an advantage.

Education: Minimum bachelor’s degree for the lower end of the band; advanced university degree for the mid or upper range of Band A, in fields related to the purpose of the consultancy.

Experience: Minimum of three (3) years of experience in web design, UX/UI, user research, prototyping, and usability evaluation, preferably in digital solutions for public health, analytics, geospatial data, decision dashboards, or institutional platforms.

Demonstrated experience facilitating sessions with users, designing flows for complex processes, interactive prototypes, usability testing, documentation for development teams, and collaboration with technical profiles. Experience with international organizations, ministries of health, immunization programs, or georeferencing tools will be considered an asset.

Skills:

  • User research, interviews, and needs synthesis.

Technical coordination and supervision

Under the supervision of the Advisor in Data Science from the Health Analysis team of the Department of Evidence and Intelligence for Action in Health. The consultant will coordinate with immunization, information systems, geospatial analysis, data, information security, and other focal points designated by PAHO.

Contract value

Depending on deliverables, daily rates can vary from US $172 to US $215.

Duration: September 9, 2026 - December 31, 2026

Contract type: PAHO International Consultant - Non-staff Position (Band A)

Band level: Band A: services related to projects or technical tasks of moderate complexity or specialization; requires specialized qualifications.

Main location: Remote work (off-site), with regular virtual meetings and coordination with PAHO teams and national counterparts.

Scheduled weekly hours: Up to 40 hours, according to the work plan and deliverables schedule.
