About the role:
Bixal is seeking an Organizational Development (OD) Lead to support a federal digital modernization initiative for an agency responsible for regulating a major U.S. commercial industry and administering associated tax and trade requirements. The work focuses on modernizing a digital service platform used by industry and agency staff and establishing a new operating model for how work is organized, governed, and delivered. You will lead the operating model and governance design, define and enable key Service Owner and Product Owner roles, drive change and adoption, and leave the client with practical tools and assets they can continue to use after the engagement.
This role is suited for a senior OD practitioner who combines organization design and change expertise with fluency in digital modernization and service delivery. You should be comfortable working alongside product, technology, service design, and evaluation teams; translating strategy into roles, decision rights, workflows, and behaviors; and leading delivery in an agile, sprint-based environment where usable drafts are shared early and refined with the client.
This is a full-time position supporting an active project. Location
This role can work remotely from anywhere in the US. You must be legally authorized to work in the US. Bixal does not provide visa sponsorship.
The salary range for this role is $100,000 – $115,000. In the spirit of transparency, most offers tend to land near the midpoint of the range. Responsibilities:
Operating Model & Organization Design
Lead the design of the future-state governance operating model across mandate and outcomes, customers and services, organization and roles, processes and handoffs, workforce and capacity, technology and data, and performance measures.
Synthesize stakeholder interviews, working sessions, and workshops into clear future-state maps and other actionable artifacts.
Create reusable blueprints, toolkits, templates, and operating guidance that fit the client's existing workflows and tools.
Governance & Decision-Making
Design the governance and decision-making structure, including governance bodies, decision rights and delegated authority, forums and cadence, escalation paths, and decision tracking; help leaders use it consistently.
Facilitate working sessions and governance forums that produce decisions, clear ownership, and actionable next steps.
Change & Role Enablement
Support TTB to define and pilot the Service Owner and Product Owner roles and other critical accountabilities through practice profiles or similar tools, and design development and coaching pathways that prepare people to succeed in them.
Lead the change and adoption plan across sponsor and stakeholder engagement, communications, resistance management, reinforcement, and adoption measurement, using existing program assets where they are fit for purpose.
Partner with product, technology, HCD or service design, and monitoring and evaluation colleagues so the operating model and OD approach align with the realities of digital service delivery.
Workstream & Client Leadership
Lead the OD workstream end to end, including scope, sequencing, deliverables, dependencies, owners, and client alignment.
Represent the OD workstream in sprint planning, sprint review, and standing client governance updates; work iteratively and share usable drafts early enough to inform decisions and improve the work.
Direct the staff supporting the workstream by setting priorities, assigning work, defining quality expectations, and removing delivery barriers.
Other relevant duties as qualified/trained to perform
Qualifications:
Bachelor's degree.
Eight or more years of experience in organizational development, organization design, or organizational change, including responsibility for leading a client-facing workstream or comparable body of work.
Demonstrated experience designing a future-state operating model or functional organization design and producing the artifacts that make it actionable, such as service models or catalogs, role charters, decision rights, and process and handoff maps.
Experience designing governance and decision-making structures for a function, service, or program, including decision rights, delegated authority, forum cadence, and escalation paths.
Practitioner-level change management experience using a recognized framework, including sponsor engagement, resistance management, reinforcement, and adoption measurement that goes beyond attendance or completion.
Experience defining roles, capabilities, or competency expectations and designing development, coaching, or cohort-based pathways that prepare people for new accountabilities.
Experience supporting digital modernization, service delivery, product, or technology-enabled transformation, with the ability to work effectively across product, technology, and service design teams.
Experience leading iterative delivery and managing senior client relationships, including facilitating decisions, communicating delivery risks clearly, and adjusting plans when work is off track.
Experience managing a workstream on a project, tasking out work to others on the team and making technical decisions that have an impact on delivery timelines. Experience being accountable to established project timelines and deliverables.
This position requires the ability to obtain and maintain a favorable Public Trust determination in support of a federal government contract.
Nice to Have Skills and Experience:
Prosci or a comparable change practitioner certification.
Federal experience, particularly on a digital service, service delivery, or platform modernization program.
Familiarity with product and service operating models and with Service Owner and Product Owner accountabilities specifically.
Human-centered design or service design experience, or a track record of partnering closely with HCD or service design teams.
Executive-level facilitation experience, particularly workshops designed to produce decisions, alignment, or clear next steps.
Evaluation experience focused on adoption, behavior change, and operational outcomes rather than activity or training completion alone.
