Program Manager – Behavioral Health Services


Pay: Starting at $30.00 per hour (Compensation is based on experience and qualifications.)

Schedule: Monday–Friday | 9:00 AM–5:00 PM

Location: In Person (Remote work opportunities may be approved by the Executive Team based on business needs.)

Position Summary

The Program Manager is responsible for overseeing the daily operations of assigned behavioral health programs while ensuring high-quality service delivery, regulatory compliance, and staff support. This role provides clinical and administrative leadership to program staff and works collaboratively with executive leadership to achieve organizational goals.


Minimum Qualifications Applicants must possess:

● Bachelor's Degree (required)

● Minimum of four (4) years of behavioral health experience

● At least two (2) years of supervisory or leadership experience

● Active QMHP credential issued through the Virginia Board of Counseling

● Mobile Crisis Certification for Adults and Children

● Strong knowledge of DBHDS regulations and behavioral health documentation standards Primary Responsibilities

● Oversee daily program operations and ensure effective service delivery.

● Supervise, mentor, and support clinical staff.

● Assist with recruiting, onboarding, training, and performance evaluations.

● Monitor staffing needs and assign caseloads appropriately.

● Ensure compliance with all applicable state regulations, licensing standards, and agency policies.

● Review and approve clinical documentation, including progress notes, service plans, discharge summaries, and prior authorizations.

● Conduct quality assurance reviews and assist staff in correcting documentation deficiencies.

● Participate in clinical staffing meetings and interdisciplinary collaboration.

● Support program development, workflow improvements, and continuous quality initiatives.

● Respond to routine and urgent program needs while maintaining excellent customer service.

● Build and maintain positive relationships with referral sources, community partners, and stakeholders.

● Collaborate closely with executive leadership to promote organizational success.
