Maritime Security Subject Matter Expert

Position Summary

Harkcon, Inc. is seeking a Maritime Security Subject Matter Expert to provide technical expertise in support of a federal maritime-security training and curriculum modernization effort.

The Maritime Security SME will work closely with the Lead Instructional Systems Designer to ensure instructional content, examples, scenarios, exercises, instructor guidance, and International Ship and Port Facility Security (ISPS) Code references accurately reflect maritime and port-security operations.

This role will focus on technical validation and operational relevance. The SME will help ensure that updated and newly developed instructional products are accurate, practical, and appropriate for maritime-security audiences.

Key Responsibilities

• Review maritime and port-security instructional content for technical accuracy and operational relevance.
• Validate maritime examples, scenarios, case studies, and exercises developed for existing and new instructional products. 
• Review and validate proposed references to the International Ship and Port Facility Security (ISPS) Code. 
• Support the Lead ISD in determining where ISPS Code citations, hyperlinks, pop-up references, or other instructor-support features are appropriate. 
• Review instructor discussion points and technical talking points for accuracy and practical usefulness.
• Advise the instructional-development team on port facility security assessments, security planning, drills, exercises, and related operational concepts.
• Support development and validation of learning objectives, group activities, facilitated discussions, and operational scenarios.
• Help adapt technical maritime-security concepts into clear instructional content for adult learners. 
• Participate in selected Government and contractor SME review sessions. 
• Review and help resolve technical comments on draft instructional products. 
• Support development of realistic maritime and seaport examples for cybersecurity, UAV, and insider-threat content where maritime context is required. 
• Assist in maintaining consistency between technical source material, instructional content, and instructor guidance. 
• Support final technical QA of maritime-security content before Government submission. 

Required Qualifications

• 10+ years of relevant maritime, port-security, maritime law-enforcement, maritime operations, or closely related experience.
• Demonstrated knowledge of maritime-security operations and port environments.
• Experience applying maritime-security concepts in an operational, advisory, training, regulatory, or program-support setting.
• Ability to review and validate technical content for accuracy and operational relevance. 
• Strong understanding of port-security risk, security planning, assessments, drills, exercises, or related security activities. 
• Strong written and verbal communication skills.
• Ability to work effectively with instructional designers and technical SMEs. 

Preferred Qualifications

• Prior U.S. Coast Guard, Navy, port authority, maritime law-enforcement, or maritime-security experience. 
• Knowledge of the International Ship and Port Facility Security (ISPS) Code and related maritime-security standards.
• Experience with port facility security assessments and security plans.
• Experience with drills, exercises, preparedness, or security operations. 
• Experience supporting maritime training or curriculum development. 
• Experience supporting international capacity-building or foreign-partner training.
• Experience working with Government instructional-development teams.
