Position Title: Manager, Technology Business Operations
Base Salary: $120,800 to $160,000 annually DOE
Bonus: Target annual bonus

Job Summary
The Manager, Technology Business Operations, owns the day-to-day operational mechanics that enable disciplined technology spend, efficient workflows, and well-governed vendor, software, and circuit portfolios. This role serves as the operational backbone of technology business and financial activities, driving process consistency, improving visibility into spend and assets and ensuring effective lifecycle management across vendors, contracts, software, and circuits. Overall responsibility is to reduce costs, strengthen operational control, and streamline routine technology business operations.

Workflow & Governance Ownership
· Own and continuously improve purchase approval workflows for technology spend, including capital, subscriptions, circuits, and vendor services.
· Establish clear intake, review, approval, and execution processes that are easy to follow and consistently applied.
· Ensure compliance with internal financial, procurement, and contract governance standards.
· Maintain documentation, controls, and audit-ready records related to purchase approvals, vendor agreements, software renewals, and circuit inventories.
Software & Vendor Rationalization
· Lead ongoing software portfolio rationalization, ensuring tools are purposeful, non‑duplicative, and actively managed.
· Partner with technology, finance, and procurement teams to evaluate renewals, expansions, retirements, and contract obligations, ensuring timely decisions and cost-effective outcomes.
· Manage vendor engagement processes, including approvals, contract alignment, and issue resolution.
Circuit & Asset Inventory Management
· Own circuit inventory management, including tracking, grooming, lifecycle management, and disconnects.
· Ensure accuracy and accountability for active circuits, vendors, and associated costs.
· Coordinate with vendors and internal teams to resolve discrepancies, billing issues, and service changes.
Budget Operations Enablement
· Manage the operational execution of technology budgets, including capital and operating spend.
· Oversee purchase requests, approvals, invoice processing, and CAF/SOW workflows.
· Ensure financial activities move efficiently from request through payment without bottlenecks.
Cross‑Functional Coordination
· Serve as a key operational partner to Technology Leadership, Finance, Procurement, and related stakeholders, translating business needs into scalable processes and disciplined execution
· Translate strategic plans into repeatable, executable processes.
· Identify gaps, inefficiencies, and risks in existing workflows and drive practical solutions.
Team Leadership & Accountability
· Lead, coach, and develop team members responsible for subscriptions, circuits, capital tracking, vendor operations, and related business processes.
· Set clear expectations, priorities, and operating rhythms.
· Ensure consistent execution across all owned processes.
Success Measures
· Measurable cost reduction across all budget categories.
· Approval and purchase workflows are timely, predictable, and well understood.
· Software and circuit portfolios are current, intentional, and actively managed.
· Vendor and invoice issues are resolved quickly with minimal escalation.
· Technology leaders spend less time navigating process and more time on delivery.
Other Duties
· Performs other duties as required to support the business and evolving organization.
Required Qualifications:
· High school diploma or GED.
· Bachelor’s degree in Finance, Business, Information Systems, Technology Management, or a related field; or equivalent combination of education and relevant experience.
· Minimum of five (5) years of experience in technology business operations, financial operations, vendor management, procurement operations, IT asset management, or similar function.
· Minimum of two (2) years of people leadership experience with the proven ability to drive consistency and accountability.
· Experience managing budgets, purchase requests, invoice workflows, and operational processes in a technology or IT environment.
· Experience working cross-functionally with Finance, Procurement, Vendor Management, and Technology teams.
· Strong experience in process improvement, workflow design, and operational governance.
· Familiarity with software licensing, vendor contracts, circuits, and capital vs. operating costs.
· Highly organized, detail‑oriented, and comfortable owning complex operational processes.
Preferred Qualifications
· Experience supporting technology, IT, telecom, or infrastructure organizations.
· Experience with software asset management, contract lifecycle management, or telecom/circuit inventory administration.
· Experience with budgeting, forecasting, and variance analysis in a corporate environment.
· Experience with ERP, procurement, invoice, or workflow systems.
· Familiarity with project portfolio, PMO, or program management environments.
· Experience leading operational improvement initiatives that resulted in cost savings, controls improvement, or process efficiency.
Knowledge, Skills, and Abilities:
· Strong knowledge of technology financial operations, budgeting processes, procurement workflows, and operational controls.
· Knowledge of vendor management practices, contract administration, software lifecycle management, and cost governance.
· Ability to analyze financial and operational data, identify trends, and make practical recommendations.
· Strong process orientation with the ability to design, standardize, and improve workflows across multiple stakeholders.
· Ability to manage competing priorities and execute effectively in a fast-paced, evolving environment.
· Strong verbal and written communication skills with the ability to work effectively across Technology, Finance, Procurement, and leadership teams.
· Strong organizational skills and attention to detail, with the ability to maintain accurate records and audit-ready documentation.
· Ability to lead teams, establish accountability, and drive consistent execution.
· Proficiency with spreadsheets, reporting tools, and business systems used for purchasing, budgeting, and vendor tracking.

Work Environment
