ORGANIZATIONAL CONTEXT
The Private Partnerships Division (PSP) is responsible for mobilizing resources from the private sector. PSP has developed an ambitious five-year strategy, and our ambition is based on need. The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience. Every day 5,000 WFP-chartered trucks are on the road; 80 planes are in the air, and 20 ships are at sea.
Work as hard as we might, through drought and floods, conflict and peace, disasters natural or man-made, the needs are immense and growing. 318 million people in the world are acutely food insecure. To get to a world with Zero Hunger faster, WFP has significantly increased resources in recent years from donor governments. We are now investing in and growing private sector fundraising to reach more people. WFP’s private sector strategy (2025 – 2030) proposes to dramatically increase income from individuals to help reach more people and get to Zero Hunger faster, using digital engagement tools to reach audiences across the globe in a flexible and cost-effective way.
Traditional individual fundraising in our sector was primarily conducted through offline channels and implemented through national fundraising operations. The individual fundraising market now looks vastly different, with many potential donors having a digital presence and comfort with transacting online. WFP has a unique opportunity to define its approach amid this digital change, and leapfrog peers through its creation of a digital-led fundraising strategy that engages people worldwide from one centralized team. Our digital focus elevates the importance of an agile approach to delivering opportunities to engage.
FUNDRAISING FROM INDIVIDUALS
Fundraising from individuals can deliver significant revenue and loyal donors as well as valuable unrestricted funds. During WFP’s
Private Sector Partnerships & Fundraising strategy (2025 – 2030) income from individuals is estimated to more than double to USD 304m
p.a. in 2030. To achieve this income growth, WFP is investing significantly (USD 100 million 2025-30). It is critical that the investment in this programme to raise funds from individuals is as effective as possible: generating a high return on every dollar invested and attracting loyal donors who will continue to support WFP’s work for many years.
The Individual Giving programme has grown from annual income of USD 3.4 million in 2019 before the strategy and investments were implemented reaching USD 56 million in 2025. It is estimated to grow to USD 104 million by 2030 with annual investments of USD 20-25 million. The team is now approx. 40 people and is also expected to grow. There is huge potential to optimize the programme attracting single and regular givers as well as mid-value and high value donors.
PURPOSE OF THE ASSIGNMENT
The Head of International Individual Giving will lead the team to deliver the ambitious revenue targets while achieving key performance indicators and returns on the significant organizational investments in growth. They will have full operational management and oversight of the programme including the people, budget, marketing, technology and risk to deliver a digital first fundraising programme attracting and keeping hundreds of thousands of supporters with best-in-class supporter experience. They will strive to continuously optimize the programme to maximise the value for supporters and the return for WFP whilst also seeking to innovate to seize opportunities and further scale the programme.
They will work closely with the Business Intelligence Hub to ensure that data and insight are at the heart of decision-making seeking to continuously improve performance. They will also work with increased integration with STM to maximise revenue, results and returns for WFP.
They will be part of the senior management team in Individual Fundraising working with their peers to optimize the revenue for WFP’s programmes through its portfolio of fundraising from individuals. They will be part of the wider management team in the PSP division role modelling effective leadership and management of the programme and the team they lead.
ACCOUNTABILITIES / RESPONSIBILITIES
Lead and inspire the Individual Giving team to plan for and raise the annual targets achieving USD 56 million in 2026 and progressing to achieve at least USD 104 million in sustainable income p.a. by 2030 with a solid base of committed regular donors.
1. Develop the overall IG strategy, annual plans and priorities to deliver to agreed income targets with results achieving required KPIs
2. Lead the team to deliver progressive income growth and develop new and innovative ways of attracting and inspiring supporters to commit to helping hungry people
3. Oversee a budget of at least USD 25million p.a. (including operational and investment budgets) and deploy financial and other resources to maximise returns and build future capacity
4. Manage a team of 40 people to achieve agreed goals and targets
5. Provide regular reports and performance reviews on progress to targets for senior leaders to inform regular review meetings and identify where course corrections are needed or there are opportunities to accelerate growth
6. Build a culture that is target-driven, uses data and insights to inform decision-making and creates a best-in-class supporter experience
7. Develop and supervise a coordinated work plan for all IG team members providing advice, guidance and support to all staff under your supervision
8. Continue the track record of attracting and nurturing a talented and high-performing team, managing a remote team with an effective work like balance
9. Ensure that the team has the right capacity in-house complemented by external consultants or agencies to deliver to target with a healthy work life balance
10. Ensure that risks are identified and mitigation strategies are in place in an externally evolving ecosystem including data compliance, privacy and protection standards are met
11. Coordinate with your peers in the Communications and Media (COM) team in WFP to secure content to attract and retain supporters as well as to manage communications risks
12. Lead on ensuring effective relationships within PSP, with key business partners in WFP and with key external partners (e.g. social media platforms, media, creative and customer care agencies, CRM and payment providers) to enable the team to work efficiently and to plan for future growth opportunities while demonstrating excellence in relationship management
13. Ensure IG progress and plans are highlighted to key internal stakeholders, including the Executive Board, senior leadership and show an understanding of the importance of communicating the impact of the programme
14. Build relationships with peers in sister UN agencies to ensure regular share and compare where useful
15. Represent IG on behalf of WFP both internally and externally
16. Provide guidance to Friends organizations, Global Offices, partnership managers, and other staff on fundraising from individuals
17. Track the global developments in digital fundraising and engagement platforms across the sector, and beyond, maintaining relationships with key contacts in the digital and fundraising industry.
DELIVERABLES AT THE END OF THE CONTRACT
1. Achieve the annual income targets agreed with the Deputy Director, PSP in funds raised from individuals, with an agreed proportion of regular givers for sustainable income as well as unrestricted funds
2. Implement the strategy and lead the development of annual plans embedding targets to empower the team
3. The team has the right capacity in place to deliver to current targets and to scale up in either capacity or skills for future growth and evolution of the programme
4. Effective line management of direct reports currently including heads of Acquisition, Supporter Experience, Tech and Database management
5. Strong leadership and development of the IG programme and team with efficient management of resources and a demonstration of the importance of well-being of team members.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education
• Advanced university degree in Communications, Business, Economics, Marketing, Political Science, International Development or other relevant field, or first university degree with additional years of related work experience or training/courses.
Experience
• At least 15 years progressive experience with both national and international experience in the not-for-profit sector in fundraising from individuals. Ideally including both experience at the international level in the UN and also with a performance marketing/fundraising agency working with multiple clients. At least 4 years of experience managing international teams in a revenue generating role.
Technical skills
• A natural self–starter with at least 12 year’s progressive experience working in the
not-for-profit sector to deliver income from individuals
• Experience with national and international teams ideally including UN agencies with experience working with performance marketing agencies an advantage
• Managing international teams and leading them through strategy development and implementation with a focus on delivering to targets
• Experience across the full portfolio of fundraising from individuals including mass market single and regular donors as well as mid and high value supporters
• Track record of commitment to understanding the behaviour of supporters and how this drives revenue as well as to building supporter loyalty and growing sustainable income for organisations including from regular givers and generating unrestricted funds
• Demonstrated ability to use data and insights to drive performance and growth and embed this culture in teams
• Extensive and proven experience of working in a fast-paced international environment – delivering results across multiple countries – with demonstrable insights into regional and market opportunities and challenges
• Financial budgeting and reporting skills and experience overseeing budgets of significant size is essential

• Strong people management skills, experience managing high performers and passionate team members including with remote teams
• The ability to establish and maintain effective working relationships with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity

• Strong presentation skills in executive and senior management environment

Languages
• Excellent command of spoken and written English (fluency/level C knowledge).
• Knowledge of another official UN language would be a plus.
