JOB TITLE: Financial Risk Management Consultant
TYPE OF CONTRACT: Remote consultancy
UNIT/DIVISION: Chief Financial Officer (CFO), Business development and
Cash Based Transfer Branch (CFOFC)
DUTY STATION (City, Country): Rome, Italy (Remote modality)
DURATION: until 31.12.2026
BACKGROUND:
Cash-based transfers (CBT) represent an increasing share of WFP’s total humanitarian assistance (38 percent in 2025), and include assistance distributed as physical banknotes, e-money, mobile money, vouchers or debit cards. In 2025, WFP transferred US$2.17 billion in 77 countries, empowering them to meet their essential needs.
In support of WFP’s cash-based transfers, the Finance function through the Business Development and Cash Based Transfers Branch (CFOFC) continues to develop corporate tools and guidance, aiming to strengthen and automate CBT operations and risk management framework. CFOFC also provides day-to-day technical advice and assistance to WFP Regional Bureaus (RBs) and Country Offices (COs) while also undertaking a range of innovative activities and staff capacity-building initiatives.
ACCOUNTABILITIES/RESPONSIBILITIES:
The Consultant will undertake the following tasks:
1. Provide guidance, support, trainings, and technical advice to Regional Bureaus and Country Offices on CBT and related financial management processes including CBT financial risk management, due diligence, MIFAs, FSP contracts, internal control applications and other
relevant areas.
2. Actively contribute to setting standards and developing corporate strategies, policies and financial risk appetites according to which, WFP is expected to identify, assess, manage, control, test and oversee CBT related financial/compliance/regulatory/others of similar nature risks (“CBT risks”) to ensure compliance with applicable policies and best market practices, including undertaking of relevant assessment and reviews aiming at identifying procedural gaps, obsolete policies and
guidelines.
3. Lead on the implementation and expansion of the Cash Transfer Service (CTS) framework, through active engagement with HQ cross functional CBT teams, supporting Country Offices in
providing CBT services to external users including designing appropriate financial model based on full cost recovery principles and WFP financial rules and regulations.
4. Provide technical, including transactional level, support to the RBs and COs on the CBT financial,
accounting and budgeting issues for CO programmes and Cash transfer services, including
WINGS transactional and business process requirements.
5. Support in innovative financial solutions to achieve programmatic goals, develop and implement
improvements to financial policies, systems and procedures in order to improve efficiency and
effectiveness of operations, minimize risk, and align services with business objectives.
6. Design, implement, monitor, and analyze CFOFC budgets for new and ongoing projects according
to the established corporate procedures and requirements including managing the CBT Special
Account ensuring timely recording of Management Cost Recovery (MCR) transactions, analyze
Income and Expenditure, and compliance with MCR framework.
7. Acquire data from primary or secondary data sources and develop financial databases, reconciliations, data collection systems, data analytics, automation and other strategies that optimize efficiency and quality of financial information.
8. Identify, analyze, and interpret trends or patterns in complex financial data sets, integrated with
operational data, where required, to provide insightful information.
9. Undertake and continue to revise the framework on CBT related financial risks analysis of WFP operations with an objective to help management and COs to identify and address exposure to
risks, collection and dissemination of lessons learnt. Engage with cross functional units on nonfinancial
CBT risks.
10. To contribute and coordinate with RB/COs audit requests and on progress regarding the
implementation of CBT related audit and evaluation recommendations.
11. Collaborate closely with finance units and cross-functional teams in HQ, RB and field to successfully develop the corporate CBT policies and procedures and participate in key functional and cross functional
initiatives.
12. Perform other duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
Advanced University Degree in Finance, Business Administration, Accounting and related fields or first level degree in the same subject with additional years of related
work experience.
Experience:
• Minimum 6 years of working experience within the areas of financial
management, accounting and business management using ERP/SAP systems
• Applicable experience in financial risk management
• In depth knowledge of WFP Finance and Programme guidance and processes, and latest developments in design of Cash-based Transfer interventions,
• Experience in WFP Country Office and/or Headquarter with Financial
management, analysis and oversight roles.
Knowledge & Skills:
• Demonstrated ability to think in a strategic manner, and ability to work both independently and as part of a diverse team.
• Detail-oriented with the ability to synthesize large amounts of data, summarize key concepts and articulate based on target audience.
• Excellent communication skills, both written and oral in English
• Ability to draft clear concise reports on key issues and decisions within the area of responsibility.
Languages: Fluency in oral and written English. Knowledge of other UN languages is an advantage
