Salary Range: $80,000-$95,000, plus benefits

Overview

The CDC Foundation seeks a full-time Evaluation Technical Advisor to support an evaluation capacity-building project for non-governmental Veteran-serving organizations (VSOs) that are implementing programs aligned with a public health approach to suicide prevention. This position will work closely with Centers for Disease Control and Prevention (CDC) subject matter experts and CDC Foundation project staff to provide expert-level support and guidance, acting as a key resource to funded project grantees in developing their capacity to plan and conduct evaluations of their veteran suicide prevention programs. 

The Technical Advisor will leverage expertise and experience in program evaluation to assess the evaluation capacity building needs of the funded organizations and work with partners to develop and implement engaging, culturally appropriate and impactful capacity building in response to those needs. The ideal candidate will be able to provide technical oversight on all types of evaluations and performance monitoring deliverables. Strong communication and teamwork skills are of absolute importance to succeed in this role. The Technical Advisor will also help the project and CDC Foundation Evaluation Team design and develop internal evaluation plans, design effective and impactful internal evaluations and facilitate translation of data to action in practice for continuous improvement and refinement. 

Duties and Responsibilities

• Provide subject matter expertise on evaluation concepts and methods and maintains a working knowledge of established evaluation frameworks and guidelines. 
• Co-lead and design approach to capacity building and technical assistance to program grantees
• Advise, partner with and coach grantees to strengthen competencies for strong, ongoing program evaluation, in collaboration with CDC and the CDC Foundation program staff
• Provide consistent, tailored and direct technical assistance to grantees on the development and implementation of evaluation plans for prioritized program areas, including the development of evaluation questions and frameworks and appropriate evaluation data collection instrument tools for program evaluations
• Supervise and support collection and analysis of data for program evaluation in accordance with timeframes set forth in program and evaluation work plans
• Review and provide written feedback on evaluation deliverables
• Oversee the design and implementation of performance and impact evaluations for the capacity building project
• Represent the CDC Foundation and the project team at partnership events
• Participate in and/or lead special projects and other duties as assigned 
• Travel for in-person training and program meetings to support capacity building activities such as site-visits, partner convenings, conferences and other dissemination efforts, etc. 

Qualifications and Necessary Skills

• Master's degree in public health, public administration, community development, program measurement & evaluation, public policy or other related field 
• Minimum of 5 years of relevant experience in monitoring and evaluation with a focus on integrating evidence building into upstream public health programs
• Experience in suicide prevention and/or working with military and veteran communities is strongly preferred 
• Experience with developing logic models, identifying indicators, designing and implementing data collection instruments and processes and creating evaluation reports 
• Demonstrate the ability to conduct evaluation from start to finish including stakeholder engagement, program definition, evaluation design, evidence gathering and conclusion 
• Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices
• Knowledge of or familiarity with the CDC Framework for Program Evaluation in Public Health and the American Evaluation Association’s Guiding Principles for Evaluators
• Experience managing or overseeing capacity building efforts, technical assistance or advice and guidance through appropriate training and engagement with grantees 
• Ability to engage with, listen to and learn from a broad range of evaluation stakeholders, encouraging their meaningful participation
• Ability to communicate in a clear, positive manner with external partners, as well as clearly communicating evaluation strategies and implications to non-technical audiences
• Excellent interpersonal skills, ability to listen well and effectively represent the organization and its mission
• Creativity, problem solving, demonstrated ability to effectively collaborate with others
•  Ability to take initiative and be a creative problem-solver.
• Demonstrated ability to work well independently and within teams.
