Position Summary

Support NOAA/NMFS with economic analysis for protected-species regulatory actions, including critical habitat designations and regulatory impact analyses. Conduct quantitative and qualitative economic analysis and prepare reports supporting formal rulemaking.

Key Responsibilities

  • Conduct economic impact, cost-benefit, and cost-effectiveness analyses.
  • Assess economic impacts of critical habitat designations and regulatory alternatives.
  • Collect, evaluate, and analyze economic and statistical data.
  • Apply econometric, quantitative, and qualitative methods to complex economic issues.
  • Prepare technical economic analyses and regulatory documentation.
  • Analyze economic effects of protected marine species management actions.
  • Coordinate with biologists and stakeholders on data, assumptions, and findings.
Required Qualifications

  • 3+ years of relevant experience; Bachelor’s or Master’s degree typically expected.
  • Strong knowledge of economic assessment and impact analysis.
  • Experience with econometric, statistical, quantitative, and qualitative economic studies.
  • Experience analyzing natural-resource or environmental regulatory impacts.
  • Strong technical writing and analytical skills.
  • Must be eligible to work in the U.S. and obtain required credentials.
Preferred Qualifications

  • Experience with critical habitat economics, Regulatory Impact Analysis (RIA), or Regulatory Flexibility Act (RFA).
  • Experience supporting ESA, MMPA, NEPA, or environmental rulemaking.
  • Natural-resource or environmental economics experience
