About our group | Mō te roopu
The Corporate Services Group works in close partnership with the wider business to lead, support, and enable the EPA to achieve its strategic intentions and effectively and efficiently deliver its core functions.
There are five key functions within the Corporate Services Group. These are:
Information Management and Technology, People and Capability, Communications and Customer, Finance and Business Services and Enterprise Projects.
About the role | Mō te tūnga
This is a fixed term role.
This role can be onsite or based remotely, with flexibility as required to enable effective engagement with Ministers, central agencies, and key stakeholders.
Typical day in the life of this role
Providing decisive executive leadership to the ETR modernisation project, engaging at senior levels across government, and ensuring strategic alignment, pace, and clarity of direction across a complex, multi-agency environment.
Current areas of primary focus
Contributing to governance and cross-agency engagement; working as a technical subject matter expert with delivery partners and consultants; shaping and testing strategic, technical, and investment advice and collateral; and ensuring the business case is robust, defensible, and aligned to Treasury expectations and Government priorities.
What success looks like
A high-quality, investment-ready business case delivered within tight timeframes; strong alignment and confidence across Ministers, the EPA Board, and central agencies; risks and dependencies actively managed; and clear, authoritative advice guiding decision-making at the highest levels.

We are looking for someone with a range of skills and experience – if you have some or all of the below, we would love to hear from you.
Required skills and experience
Proven executive-level experience working with Ministers, central agencies, and senior leaders across government
Deep subject matter expertise in the Emissions Trading Scheme (ETS) and Emission Trading Register (ETR) environments
Demonstrated ability to lead complex, high-profile programmes or business case development in compressed timeframes
Exceptional stakeholder leadership, with the credibility to influence across agency, governance, and political interfaces
Strong commercial and strategic acumen, including experience shaping investment cases and navigating public sector funding processes
Experience directing and challenging external delivery partners to ensure high-quality, fit-for-purpose outputs
Ability to operate with authority in ambiguity, balancing strategic priorities, risks, and delivery constraints
‘Nice to have’ but non-essential skills
Experience developing Treasury-aligned business cases or investment logic frameworks
Experience leading large-scale system modernisation or technology-enabled transformation
Experience in cross-agency system design or regulatory system leadership

Salary range
$199,278 - $298,918 per annum (midpoint $249,098).
This is the full salary range of the band, from 80% - 120%. Appointments will generally be made at or below the midpoint of this range, depending on skills and experience.
