Emergency Management / Disaster Community Impact SME

AlphaGov (Casa Moon LLC d/b/a AlphaGov) delivers public-sector consulting for cities, counties, school systems, special districts, utilities, and related agencies. Our work spans classification and compensation, organizational and operational studies, research and program evaluation, economic and workforce analysis, surveys and community research, emergency management and resilience studies, and applied data and infrastructure research.

We engage experienced practitioners as project-based collaborators. Engagements are remote-first with occasional client travel. When you authorize it, AlphaGov may name you as an expert collaborator or key personnel on proposals that match your expertise. We build ready teams for live pursuits - not speculative staffing banks.

This role is for emergency management and disaster community-impact SMEs who can support active and upcoming county/state OHSEM and resilience pursuits (for example Harris County Disaster Community Impact Study and similar grant-funded EM assessments).

What you'll do:

- Lead or support disaster community impact studies and related EM / resilience assessments for county and state clients

- Design and execute community impact methodologies (household/business surveys, stakeholder interviews, secondary data synthesis)

- Align findings to FEMA/OHSEM or grant-program reporting frameworks where applicable

- Produce clear reports, recommendations, and presentation materials for emergency management leadership

- Contribute EM/disaster-impact content and past-performance narrative to AlphaGov proposals (when permissioned)

Requirements

Required:

- Hands-on emergency management, disaster recovery, or community impact study delivery for public-sector clients

- Ability to lead or support mixed-methods community impact assessment and client workshops

- Comfortable as a 1099 / project-based collaborator with travel as needed for client on-sites

Nice to have:

- Prior county OHSEM / homeland security / FEMA-funded assessment experience

- Familiarity with Texas or large-county EM program environments

- Relevant credentials (CEM, PEM, or similar)
