Position Description


United is seeking an energetic and self-starting early career professional with well-rounded state energy advocacy experience and excellent writing and communications skills to join our Policy and Market Intelligence team. This Policy Principal will have a majority focus on our Transmission Program, which works with other United team members to execute multi-year strategies and campaigns designed to accelerate the buildout of a highly capable transmission grid to support the U.S. transition to 100% clean energy. In the near term, this work will focus on workstreams related to advanced transmission technology deployment and strategic, long-term transmission planning. The Principal will collaborate with United’s state legislative and regulatory teams, wholesale market team, federal team, decisionmaker education team, communications and marketing team, and Counterspark team to pave the way for policy victories. 


Reporting to our Managing Director of Programs and Strategy, this Principal will join a team of subject matter experts to provide insight, strategy, and experience to our on-the-ground policy teams that are engaged on state legislation, in public utility commission dockets, with governors, with transmission authorities, at Congress, and within regional transmission organizations (RTOs). The Principal will prepare advocacy materials (including draft legislation, regulatory filings, presentations, letters, fact sheets, reports, blogs) to support adoption of key transmission policy reforms and manage our bi-monthly Transmission Possible newsletter. They will also engage with our industry partners, represent United at events, participate in broad coalitions, and work with team members and consultants to develop strategic communications, handouts, webpages, and marketing materials that advance our priorities. 


The ideal candidate will have 4-6 years of relevant experience in state energy legislation or regulation and some exposure to, or experience with, transmission issues. They will have a good understanding of the utility business model and regular public utility commission proceedings. They will also have experience working in coalitions and managing various stakeholder perspectives, be highly collaborative, and able to juggle multiple projects in a fast-paced and dynamic team environment. They should be creative, flexible, and opportunistic, and able to support day-to-day execution of strategic plans. Excellent writing and communications skills are a must. Candidates must be able to travel to meet with members, stakeholders, and decisionmaker.




Responsibilities 

  • Work with United’s state, regional, and federal teams to execute on short- and long-term policy goals in key states across legislative, regulatory, administrative, wholesale market, and regional transmission authority venues.
  • Organize member engagement events for direct decision maker engagement.
  • Participate in legislative, rulemaking, and administrative processes.
  • Develop and maintain excellent working relationships with coalition partners, allies, media, and key legislative, regulatory, and administrative staff.
  • Work with United’s communications staff to identify and seize opportunities to showcase stories about transmission, including drafting press statements, writing blog posts, and participating in webinars
  • Write and manage our Transmission Possible newsletter and resource hub.
  • Travel on an as needed basis (up to 25%) to targeted states for staff trainings, advocacy days, meetings with key allies and stakeholders, communications outreach, and industry events. This includes representing United on panels, in meetings, and with media.  



Required Qualifications

  • 4 -6 years of professional experience, with at least two focused in the clean energy sector.
  • Bachelor’s degree (Economics, Political Science, Public Policy, Engineering, or Communications focus preferred) or applicable comparable experience.
  • A baseline understanding of utility regulation and state energy decision-making environments.
  • An ability to think strategically and politically, even in technical venues.
  • Experience participating in coalitions and engaging with state legislative or regulatory processes.
  • Entrepreneurial approach, flexible attitude, and ability to operate in a remote environment.
  • Ability to handle multiple projects in a fast-paced environment.
  • Excellent interpersonal, relationship-building and communications skills, both written and verbal, including an ability to digest highly technical information and translate it for audiences of different backgrounds. 
  • Intellectual curiosity, inquisitive nature, and excellent listening and problem-solving skills. 
  • Performance-oriented individual with a strong work ethic, demonstrated initiative and commitment to achieving goals.
