Job Details: Job Location: Remote New York - Albany, NY, Position Type: Seasonal, Education Level: Bachelors Degree, Salary Range: $35.00 - $35.00Hourly, Travel Percentage: Road Warrior, Job Shift: Any, JOB PURPOSE: The Disaster Human Services Social Worker serves as a human services subject-matter resource on Disaster Human Services Impact Assessment operations. Working as part of a multidisciplinary team that includes civil engineers and other qualified personnel, the Social Worker evaluates and documents how disaster impacts to human service provider facilities, equipment, vehicles, grounds, and operations may affect the provider's ability to deliver services and the community's ability to access them. The position contributes a social work and human services perspective to assessment findings, resource coordination, reporting, and recovery considerations.
Qualifications: ESSENTIAL JOB RESPONSIBILITIES:
Deploy as a member of Disaster Human Services Impact Assessment teams and support field assessment activities in disaster impacted jurisdictions identified.
Assess and document operational impacts that may reduce, interrupt, or prevent access to human services, including impacts associated with facilities, equipment, vehicles, grounds, utilities, accessibility, staffing, and service-delivery conditions.
Apply working knowledge of human services delivery to explain how observed disaster conditions may affect providers and the populations they serve.
Identify and document service-access impacts involving child care, child welfare, aging and elder care, intimate partner violence services, homelessness services, labor and sex trafficking services, nutrition assistance, economic self-sufficiency programs, and supports for individuals with disabilities and others with access and functional needs.
Conduct interviews and gather information from human service providers, local officials, community partners, and other authorized sources using approved assessment protocols and tools.
Document observations and human services impacts accurately in designated systems of record; maintain supporting notes, assessment records, and required reports.
Coordinate with civil engineers and technical specialists regarding observed facility conditions. The Social Worker documents service delivery and access impacts and does not make engineering or structural safety determinations unless separately qualified and authorized.
Assist the team in identifying service gaps, operational barriers, resource needs, and recovery considerations for affected human service providers and communities.
Support development of assessment summaries, briefings, reports, and other mission products for authorized partners.
Provide social work, crisis-support, resource navigation, or referral assistance when included within the assigned mission scope and consistent with role qualifications.
Protect Personally Identifiable Information (PII), assessment records, and Federal information; comply with applicable privacy, confidentiality, cybersecurity, records-management, and Rules of Behavior requirements.
Use culturally responsive practices and consider the needs of individuals with disabilities and others with access and functional needs throughout assessment and coordination activities.
Participate in required readiness activities, standardized impact-assessment training, exercises, Just-In-Time training, operational briefings, debriefings, hotwashes, and continuous improvement activities.
Maintain deployment readiness, including required screening, credentialing, background investigations, training, licenses/certifications when applicable, and availability requirements.
Deploy within required operational timeframes and work safely in field and austere environments as assigned.
Perform other duties as assigned.

ESSENTIAL QUALIFICATIONS:
EDUCATION: Bachelor's degree from an accredited college or university in Social Work or a closely related human services field is preferred. Advanced education in Social Work or a related field is desirable. Any license or certification required for a specific assignment must be current and maintained.
EXPERIENCE: Relevant experience in social work, human services, community services, needs assessment, case management, disaster response/recovery, or service-system coordination is preferred. Experience evaluating barriers to human service delivery or working with vulnerable and disaster-affected populations is desirable.
TRAINING/CREDENTIALING: Must complete all organization and required screening, background investigation, credentialing, cybersecurity/privacy training, Rules of Behavior, role-based training, and standardized Disaster Human Services Impact Assessment training before accessing applicable Government systems or assessment records and before deployment, as required.
ATTENDANCE/AVAILABILITY: Must maintain reliable availability while identified as deployment ready and be able to work variable schedules, including extended hours, evenings, weekends, and holidays when operationally required.
TRAVEL: Nationwide travel and deployment to disaster impacted locations is required. Personnel designated deployment ready must be able to deploy within required contract timeframes, including the 48-hour surge requirement when applicable.
LICENSES: Driver’s License with a clear record.
VEHICLE: Must have daily use of a vehicle without prior notice.
OTHER: Must be available and willing to travel nationwide and deploy within required contract timeframes, including the 48-hour surge requirement when applicable. Must be capable of working in disaster-impacted or austere environments and successfully complete and maintain all required screening, credentialing, background investigation, training, licenses/certifications when applicable, and security/access requirements.
