As the Regional Director, Network Build, you will lead a team responsible for the successful execution of all network implementation activities associated with Xplore’s Fibre-to-the-Home (FTTH) and Fixed Wireless annual build programs within your assigned region. You will play a critical leadership role in delivering Xplore’s ambitious network expansion strategy, ensuring projects are completed safely, efficiently, on budget, and on schedule.

Working within a highly matrixed organization, you will collaborate closely with Program Management, Design, Supply Chain, Finance, and Network Operations teams to drive the successful planning, execution, and operational transition of network build programs. You will provide strategic leadership, influence resource allocation and investment decisions, manage regional budgets, and foster strong partnerships with vendors and contractors to achieve operational excellence.

This role requires a leader who can balance strategic vision with operational execution. You will champion continuous improvement, customer experience, safety, regulatory compliance, and employee engagement while leading the development and expansion of Xplore’s next-generation fibre and fixed wireless networks.

Key Responsibilities Include: 

  • Lead and develop a regional team responsible for the detailed design, implementation, and construction of Fibre-to-the-Home and Fixed Wireless network infrastructure.
  • Develop organizational capabilities and team structures that support successful execution of regional network build plans and align with corporate strategic objectives.
  • Manage all network implementation activities, including detailed design development, bill of materials (BOM) creation, scope prioritization, project execution, and milestone tracking.
  • Drive delivery of annual network build programs by monitoring key performance indicators, maintaining accurate project status reporting, and proactively addressing schedule or budget risks.
  • Identify project risks early and implement mitigation strategies to ensure successful program delivery.
  • Prepare and execute deployment communication plans that translate strategic network initiatives into operational build programs.
  • Manage and oversee third-party contractor and vendor performance, ensuring compliance with contractual obligations, service-level agreements, and project commitments.
  • Develop and implement methodologies that improve project predictability, issue management, risk detection, and overall execution effectiveness.
  • Collaborate with regional and national stakeholders to develop and execute capital investment plans that support customer demand, network growth, and business objectives.
  • Manage regional capital and operating budgets through accurate forecasting, variance analysis, and financially responsible stewardship of approved funding.
  • Partner with Network Operations to ensure a seamless transition of newly constructed infrastructure into operational service.
  • Champion customer experience by identifying opportunities to improve end-to-end service delivery and elevating issues that may impact customer satisfaction or Xplore’s brand reputation.
  • Promote a culture of safety and ensure compliance with all federal, provincial, municipal, and industry regulations governing network infrastructure and operations.
  • Foster collaboration across business units while aligning priorities between programs, regions, and functional teams.
  • Drive continuous improvement initiatives through innovation, technology adoption, process optimization, and operational excellence.

The Ideal candidate will Possess: 

  • Exceptional leadership and strategic planning skills with a proven track record of successfully executing complex business initiatives and transformational programs.
  • Strong technical expertise in Outside Plant (OSP) engineering, fibre optic construction, and fixed wireless network deployment, including engineering standards and construction methodologies.
  • Demonstrated ability to lead, motivate, and inspire high-performing teams while driving accountability and results.
  • Experience managing large-scale telecommunications construction programs with multiple stakeholders, competing priorities, and aggressive timelines.
  • Strong project governance capabilities, including program monitoring, risk management, milestone tracking, and performance reporting.
  • Experience managing vendors, suppliers, and contractors through performance measurement, SLA compliance, and issue resolution.
  • Excellent communication and stakeholder management skills, with the ability to influence decisions and build alignment across diverse functional teams.
  • Ability to manage inter-regional and cross-functional priorities while balancing operational, financial, and strategic objectives.
  • Strong business acumen and financial management skills, including budgeting, capital planning, forecasting, and variance analysis.
  • Passion for talent development with demonstrated success building organizational capability, mentoring leaders, and promoting employee engagement.
  • Highly developed problem-solving and decision-making skills with the ability to navigate complex situations and drive practical solutions.
  • Self-motivated and collaborative, with the ability to work independently while leveraging cross-functional expertise to achieve desired outcomes.

Preferred Qualifications:

  • 10+ years of telecommunications industry experience, including both wireline and wireless network environments.
  • Hands-on experience with fibre network design and construction, OSP engineering, and fixed wireless infrastructure deployment.
  • 7+ years of leadership experience in senior management roles, preferably within a large, complex organization.
  • Proven success leading large-scale infrastructure deployment programs involving multiple stakeholders and significant capital investments.
  • Extensive experience presenting operational and strategic updates to executive leadership teams.
  • Demonstrated ability to translate strategic objectives into actionable implementation plans and measurable outcomes.
  • Experience driving organizational change, process transformation, and continuous improvement initiatives.
  • Commitment to fostering an inclusive workplace culture that values diversity, collaboration, and employee engagement.
  • Experience recruiting, developing, mentoring, and retaining high-performing technical teams.
