BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Several factors (climate change, pandemics, conflicts, etc.) are exacerbating human suffering, damaging livelihoods, ecosystems and resources availability. Humanitarian actors are responsible to embed sustainability in their interventions both in terms of reducing possible collateral damages (e.g. COs emissions, damage to ecosystems, increase of social tensions), and increasing the resilience of the supply systems to such stressing factors, to maintain the ability to deliver at the right time and place. Enhancing ESG Sustainability of WFP supply chain to climate and other stressors is essential to ensure the organization is accountable to communities and people it serves. WFP supply chain should be able to savings lives today without negatively impacting lives tomorrow, making strategic and informed decisions.
Under the supervision of the Supply Chain Officer, the incumbent will analyse and research work related to enhancing resilience and sustainability of supply chain. The output of the assignment will feed into SCD overall objective to design WFP Supply Chain strategy for 2030 and beyond.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Identify and establish relationship with key internal and external stakeholders who are owner of data and analyses in various areas of interest such as innovative solution in ESG, with a focus on the Environmental pillar (GHG accounting, monitoring and reduction, supply chain routes efficiency). Build productive partnerships and collaborate with counterparts to share knowledge and resources; build capacity; ensure an integrated supply chain approach to food assistance and cross-functional operational alignment;
2. Lead the technical aspect of WFP Scope 3 emissions accounting, supporting the establishment and further development of the corporate dashboard and targets for 2030 and beyond; Look at how the expertise built for WFP can be shared to, and eventually accessed by, other UN agencies and humanitarian organizations.
3. Conduct in depth research on trends and solutions to enhance supply chain ESG Sustainability, and how these can be applied to WFP operations;
4. Produce clear and concise analysis documents outlining the conclusions of the research and proposed way forward for solution implementation;
5. Support the work of other thematic areas in SCDL-E when required, especially (but not only) for the areas that ties into the GHG accounting work;
6. Participate in the development, update and implementation of supply chain policies, guidelines, plans and procedures, in line with the global WFP supply chain strategy and regional/functional strategies, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
7. Analyze regional/country context, to proactively mitigate and/or address dynamic supply chain challenges and obtain operational optimization.
8. Plan and manage implementation of innovative supply chain operations, initiatives and services in the sustainability and resilience areas, in close cooperation with key supply chain stakeholders.
9. Provide technical advice and identify opportunities for improvement and innovation initiatives analyzing best practices from the humanitarian and development fields, academia and private sector, and making analyses results available to the broader humanitarian community.
10. Perform in-depth market analysis and supply chain network mapping to inform the selection of an appropriate operation modalities to improve supply chain sustainability/resilience performance;
11. Perform other related duties, as required.
DELIVERABLES AT THE END OF THE CONTRACT:
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, International Development/Relations or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: Proven experience in working with diverse stakeholders and coordinating works and analyses with a variety of input sources.
Sound knowledge of the Sustainable Development Goals, World Humanitarian Summit and on-going developments within the international humanitarian architecture.
Experience with the UN system and preferably with WFP. Knowledge of WFP Supply Chain modality of working, policies and guidelines.
Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
Experience with DOTS and internal WFP corporate systems (WINGS/LESS) is highly desirable.
Knowledge & Skills:
Excellent planning, management and coordination skills.
Ability to work independently towards challenging targets and strict deadlines. Strong research and writing skills.
Ability to work in a multi-cultural and dynamic environment.
Excellent oral and communication skills.
Languages: Full proficiency in English
