BACKGROUND AND PURPOSE OF ASSIGNMENT

The WFP Haiti Country Office is managing several multi-year grants aimed at strengthening the Government’s capacity to design, implement and monitor social protection policies and programmes. To support these efforts, WFP is seeking a Senior Social Protection Specialist to provide strategic policy advice and technical assistance to the Government of Haiti – particularly in the areas of shock-responsive social protection (SRSP) and financial inclusion. The role will contribute to the development of national policy documents and technical tools, including operational manuals, guidelines and training modules, and will support the organization of workshops, meetings and technical exercises in collaboration with government counterparts. It will also include WFP’s representation in Social Protection related events. This position is home-based and will require ad hoc travel to Haiti, subject to local conditions (total of approximately 140 days of support). The Specialist will report to the Head of Social Protection and may also provide support to school feeding and other relevant programmes.

The WFP El Salvador Country Office is providing technical assistance to the Ministry of Education, Science, and Technology (MINEDUCYT) with the aim of strengthening the National School Feeding and Health Program (PASE), as well as national capacities for the management, implementation, and monitoring of policies, strategies, and programs related to school feeding. Within this framework, WFP El Salvador will conduct a diagnostic assessment of PASE in collaboration with MINEDUCYT. To this end, the services of an international consultant are required to carry out this assessment using the SABER-SM tool/methodology, jointly developed by the World Bank and WFP. The consultant will also provide support to El Salvador CO, remotely with missions in country (total of approximately 25 days of support), and will report to the Head of School Feeding, Social Protection and Nutrition.

KEY ACCOUNTABILITIES

The consultant will provide specific support to the WFP Haiti CO with the following activities:

  • Provide technical expertise to the Social Protection Unit and other units on matters related to social policy development – including school feeding and social promotion – by offering technical inputs and maintaining coordination with sector actors.
  • Lead or contribute to the design of SRSP interventions, including the definition of targeting criteria, transfer values, delivery mechanisms, and linkages with national systems.
  • Lead and provide technical input on the use of macro-insurance schemes related to SRSP and support the design of responses through macro-insurance mechanisms.
  • Offer strategic and technical guidance to the Country Office to meet minimum preparedness requirements for SRSP, ensuring readiness for timely and effective crisis response.
  • Promote the development and strengthening of a national social protection system through evidence of generation, operational research, and targeted advocacy. This includes conducting and contributing to assessments of the national social protection system – including its shock-responsiveness – and identifying policy and operational entry points for system strengthening.
  • Develop technical guidance and materials, and facilitate capacity-strengthening initiatives – including trainings, workshops, and simulation exercises – for government counterparts, WFP staff, and partners.
  • Support the development of donor proposals related to social protection, shock responsiveness, and financial and economic inclusion, among others.
  • Facilitate high-level dialogue and coordination with government authorities at national and subnational levels, as well as with UN agencies, donors, and civil society organizations.
  • Support coordination mechanisms to enhance collaboration and coherence among government entities, humanitarian actors, and development partners.
  • Develop and disseminate materials and contents related to financial and economic inclusion in relation to social safety nets, such as assisting the identification of targeted populations or designing social promotion activities.
  • Ensure documentation and dissemination of good practices, lessons learned, and innovations related to SRSP programming and system strengthening in Haiti.
  • Contribute to global and regional knowledge exchange initiatives on SRSP, ensuring that relevant experiences from Haiti are shared and that international good practices inform national efforts.
  • Perform any other duties as required, including supporting other units in areas related to shock-response, among others. The consultant will provide specific support to the WFP El Salvador CO with the following activities:
  • Lead the SABER-SM exercise from start to finish, ensuring the rigorous application of the standard methodology, with special emphasis on the school meals module.
  • Establish, in coordination with relevant counterparts, the scope of the assessment and the allocation of roles and responsibilities of key actors in the process, documenting them through a concept note.
  • Carry out a preliminary analysis that includes comprehensive document review, interviews with key stakeholders, focus group discussions, and systematization of findings in a preliminary report.
  • Facilitate a two-day participatory workshop in San Salvador, with the participation of approximately 50 representatives from relevant institutions, to validate findings, complete the data collection matrix, and agree on an action plan.
  • Draft the final report, which should include: an internal, comprehensive, and detailed version for institutional use, and an external, summarized and executive version aimed at dissemination and communication with strategic stakeholders.
  • Coordinate with national counterparts (ministries, United Nations agencies, civil society) to ensure relevance, validity, and ownership of the results.
  • Ensure methodological quality throughout all phases of the exercise, including process documentation, transparency in data collection, and consistency in the formulation of recommendations.
  • Deliver outputs on time and in accordance with the agreed timeline, maintaining smooth communication with the WFP team.
