JOB TITLE: Programme Officer Climate finance

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Climate change multiplies existing threats to food security, hunger and malnutrition. It intensifies the frequency and intensity of natural hazards, amplifies the scarcity of land and water, impacting agricultural productivity and ultimately putting hundreds of millions of people at risk. WFP approaches the challenge of climate change from the point of view of its impact on hunger and malnutrition, working to reduce disaster risk, build resilience and help people adapt to climate change.
The Climate and Resilience Service in WFP global headquarters serves as the institutional focal point for interaction with multilateral climate finance mechanisms, providing technical guidance to Country Offices (COs) on the specific requirements and complex project cycles of the United Nations Framework Convention on Climate Change’s Adaptation Fund (AF) and Green Climate Fund (GCF) and supports design and implementation of projects to be funded by multilateral climate funds.
These projects incorporate a range of climate change adaptation and risk management activities benefitting of WFP's comparative advantage, including climate risk analyses to help governments better understand the impact of climate risk on food security and nutrition; nature-based solutions; climate risk insurance, forecast-based financing schemes to increase anticipatory action ahead of climate hazards, last-mile climate information, energy services, and technical support to governments to establish risk management structures, processes and strengthen implementation capacities.
The Programme Officer will join the Project Design & Management team within the Climate and Resilience Service to provide guidance and support to COs in designing and implementing climate change adaptation projects funded through climate finance. He/she will ensure the technical quality of the projects and compliance of the proposals with the requirements of multilateral climate finance funds, as well as their rules and regulations. The Programme Officer will play a key role to contribute to the overall WFP’s climate finance portfolio.

ACCOUNTABILITIES/RESPONSIBILITIES:
• Provide advice and support to Country Offices and partners (especially governments), in collaboration with relevant teams in GHQ, to design funding proposals for the Adaptation Fund (AF) and Green Climate Fund (GCF) that build climate resilience in communities, are aligned with Country Strategic Plans (CSPs) and national climate ambitions and strategies, and are integrated with other WFP-supported activities in the country:
oGuiding COs through sound and integrated climate programming;
oProviding support and advice during the project design phase with field missions, when needed;
oGuiding COs through the entire proposal preparation and submission processes;
oEnsuring compliance with Funds' rules, regulations, processes, and requirements;
oProviding support in writing concept notes and funding proposals, when needed;
oLiaising with the Funds during proposal review processes and coordinating answers to their questions and proposals’ finalization.

•Provide advice and support to COs, in collaboration with relevant teams in GHQ, during GCF and AF projects inception and implementation phases:
oSupport the preparation of grant and other legal agreements, in collaboration with WFP's Legal Office;
oProvide advice for the drafting of Standard Operating Procedures with key partners for project execution;
oTrain COs, before or during project inception, on donors’ rules, regulations, requirements and timelines;
oGuide COs in the lead-up to inception workshops (support with further stakeholder consultations, assessments, budget and logical framework revisions, recruitment processes, procurement processes);
oAdvise and clear inception reports and related documentation;
oAdvise and support COs with annual project reporting, final project reporting including evaluations and other reporting requested by the Funds.

Actively participate in capacity building and knowledge sharing:
oAct as a focal point for climate finance to one or several Regional Office by establishing a regular exchange of information with the climate/resilience/partnerships teams based in the regions, co-managing its Adaptation Fund (AF) and Green Climate Fund (GCF) pipeline, and engaging with COs in the region to inform them about climate finance opportunities and specificities;
oParticipate in the teams’ effort of developing and keeping up to date relevant guidance for COs;
oTrain and coach, as needed, new colleagues (CO, Global HQ level) engaged in AF/GCF climate finance.

Support the Climate Finance Team leader, as required. This might include:
oSupporting with accreditation processes and related reporting;
oAttending Climate Funds’ Board meetings (in person or remote) and taking notes, meeting Funds’ Secretariat staff;
oParticipating in CSP and Annual Country Reports reviews at HQ level.


•Any other duties as required.


DELIVERABLES AT THE END OF THE CONTRACT:
•Concept notes and Funding proposals submitted to the AF and GCF, as relevant.
•Legal agreements signed with donors and governments, as relevant.
•Inception reports and annual reports submitted to donors on time.
•Regular exchange with climate/resilience/partnerships teams established.

Education:
Advanced University degree, or University degree with experience and training/courses in one or more of the following disciplines: climate change adaptation, environmental studies, agriculture and food security, development studies or related area.

Experience:
At least 8 years post graduate, progressively responsible work on programmatic activities and processes on climate change adaptation, climate and disaster risk management, or related area.

Knowledge & Skills:
•Good knowledge of issues related to climate change, DRR and food security.
•Proven track-record of developing funding proposals with the GCF or AF.
•Familiarity with the AF and GCF rules and regulations.
•Strong analytical, reporting and writing abilities.
•Strong interpersonal and coordination skills, ability to work in a team and to communicate clearly and diplomatically with a wide range of stakeholders from diverse backgrounds.
•Ability to plan and organize his/her work, efficient in meeting commitments, observing deadlines and achieving results.
•Proficiency in Windows, MS Office (Word, Excel, PowerPoint, Outlook).
•Knowledge of WFP climate portfolio is an asset.
•Knowledge of the UNFCCC processes regulating the funds is an asset.

Languages:
•Proficiency in both oral and written English (proficiency/level C). Intermediate knowledge (intermediate/level B) of another UN official language (Arabic, Chinese, French, Russian and Spanish) is highly desirable.
