BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The Public Partnerships Division (PPD) was established on 1 January 2026 and manages WFP’s
government and IFI partnership portfolio. The Division is also responsible for the corporate partnerships
systems, architecture, and due dilence reviews of private sector partners. Under the strategic and
operational guidance of the PPD Director, the Head of the PPD Front Office, and the Head of the Key
Accounts Team, the consultant serves as PPD focal point for the coordination and quality assurance of
briefing support to the Leadership Team, lead focal point for the Russian Federation within PPD, and
PPD Front Office focal point for several corporate processes


ACCOUNTABILITIES/RESPONSIBILITIES:
1. Lead the design and implementation of a forward-looking engagement strategy for the Russia
portfolio, aligned with WFP corporate priorities and risk parameters.
2. Coordinate the end-to-end preparation of LT briefs, ensuring timely delivery, strategic
alignment, and consistency.
3. Lead continuous improvement of briefing templates, workflows, and SOPs to enhance efficiency
and predictability.
4. Coordinate divisional inputs to corporate processes, ensuring coherence, quality, and timeliness.
5. Serve as the overall coordinator for PPD’s engagement with the LT Engagement Calendar,
supporting forward planning of senior leadership engagement.
6. Coordinate closer engagement between PPD Front Office and PRG Units
7. Other tasks as required.


DELIVERABLES AT THE END OF THE CONTRACT:
1. An updated engagement strategy for WFP's partnership with the Russian Federation, taking into
account shifts in the global humanitarian context
2. An efficient and streamline PPD process for the preperation and clearance of LT Briefs, with updated
SOPs if required.
3. PPD inputs are regularly soliticied to improve LT briefing templates and an efficient interface with LT
Front Offices on briefing requests is maintained
4. Timely and quality PPD inputs to corporate processes.
5. An effective system of inputting PPD requests for LT engagements in global events is maintained

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Advanced University degree in Political Science, International Development,
Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training
courses.


Experience: At least 10 years of professional experience in humanitarian and development assistance
with a focus on school feeding and/or education; at least half of this experience should
be working in an international context. Experience in engaging with public partnerships
and/or resource mobilization is required.


Knowledge & Skills: Strong analytical and writing skills are essential, as are excellent planning,
management and coordination skills. Prove ability to network and naviagate within
public/political contexts. Ability to work independently towards challenging targets
and strict deadlines. Ability to work in a multi-cultural and dynamic environment.


Languages: Full Fluency (level C) in English language. Intermediate knowledge (level B) of a
second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or
WFP's working language, Portuguese.
