BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works. Such ambition led to a plan aimed at establishing, integrating, and mainstreaming - in the next two years - the core elements of an end-to- end digital business process.
As such, the Technology Division (TEC) has embarked in a transformation journey to become a flexible, customer-centric, digital leader and is currently looking for a Portfolio and Project Management Consultant to join the Resource Management branch (TECR) and support the way in driving greater discipline and portfolio management standardization across the TEC function.
The incumbent will apply his/her Portfolio and Project Management skills, performance management, analysis, project methods and techniques to ensure that the TEC teams have the necessary support and coordination to meet field and other stakeholders’ needs and expectations.
The incumbent will report to the Head of Planning and Portfolio Manager-TECR.

ACCOUNTABILITIES/RESPONSIBILITIES:
Within the context described above and in collaboration with relevant colleagues within the branch, the division and externally, the incumbent will be responsible to:
•Proactively monitor, track, and report on the performance of the TEC portfolio in collaborationwith branch focal points/program managers by reviewing their updates, analyzing inputsreceived, following up on issues and initiating corrective actions as appropriate.
•Develop TEC performance reports and dashboards on a quarterly and annual basis.
•Serve as TEC main focal point for corporate performance reporting, ensuring divisional priorities andvalue creation are effectively communicated (Management Plan, APP, APR, CRF, Efficiency Gains, EDAssurance).
•Continue leading the implementation and adoption of the TEC Project Portfolio Managementtool by customizing it to meet user needs, ensuring regular updates with project data,dashboards, and reports, and serving as the main focal point for user support and training.
•Collaborate in strengthening the Portfolio Management methodology in alignment with the divisionalstructure PMO and DTO, with an emphasis on reinforcing the full project management cycle.
•Continue monitoring TEC Value and branch and regional KPIs to assess and demonstrate the division’scontribution to organizational goals.
•Support the Efficiency Gains process by identifying opportunities for cost savings, processimprovements, and resource optimization, and tracking progress against targets.
•Manage interactions with TEC program and project stakeholders to help achieve key projects’objectives.

•Contribute to the design and refinement of corporate performance indicators, including updates to the Corporate Results Framework (CRF).
•Support the identification of divisional portfolio priorities, dependencies, and assessment of projects’ business value to inform decision-making.
•Lead risk management activities by improving divisional and corporate risk registers, developing reports, and supporting the Cybersecurity Risk Framework to identify, monitor, and mitigate TEC risks proactively.
•Provide support as needed in the annual Divisional Workplan and Budget Management planning processes, acting as the focal point for performance management activities.
•Perform any other duties as assigned.

DELIVERABLES AT THE END OF THE CONTRACT:
• Identification and tracking of TEC portfolio milestones, deliverables, outputs, outcomes, and KPIs within the workplan and project portfolio management tool.
• Strengthened documentation and processes for TEC risk management, including regular updates to divisional and corporate risk registers and support to the Cybersecurity Risk Framework.
• Development and implementation of standard tools and documentation to support portfolio management and ensure stakeholders maintain accurate and up-to-date project reports.
• Regular delivery of quarterly and annual reports summarizing divisional progress, achievements, and contributions to WFP’s strategic objectives.
• Updated management plan reflecting divisional performance, priorities, and alignment with WFP goals.
• Creation of relevant performance reports and dashboards, leveraging both the project portfolio management tool and other platforms, to support decision-making and enhance visibility of TEC’s value.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Business Administration, project management or related field.
3 years of professional experience in Portfolio or Project Management, preferably within an IT or a humanitarian context.
Experience:

•Theoretical and practical project management knowledge
•Proficiency in project management software tools
•Strong analytical and organizational skills
•Highly developed written communication skills
•High proficiency in Microsoft Office (Excel and Power Point)
•Strong team player coupled with demonstrated ability to work autonomously
•Ability to work in a fast-paced environment
•Creative and committed
•Good communications skills, with customers, team and stakeholders
•Ability to effectively prioritize and execute tasks in a high-pressure environment is crucial.
Languages:
Fluency in oral and written English is required. Proficiency in another official UN language
(Arabic, French, Russian, Chinese, or Spanish) or Portuguese (one of WFP’s working language)
would be desirable.
