JOB TITLE: Finance Consultant
TYPE OF CONTRACT: Regular consultancy, level I
UNIT/DIVISION: CFORC
DUTY STATION (City, Country): Remote Working (place of current residence)
DURATION: until 31.12.2026 with possibility of extension to 11 months
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Contribution Accounting and Donor Financial Reporting Branch (CFORC) is responsible for ensuring accountability to donors on the utilization of contributions and to support financial management through the accounting for contributions, project analysis and reporting. The objectives of the Branch are to
(i) ensure timely and accurate reporting to donors,
(ii) improve financial management in accounting for contributions, income and expenditures and
(iii) support the financial management of projects.
The Branch requires temporary support in the form of a consultant to augment its current capacity.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the supervision of the Finance Officer, the consultant will be responsible as follows:
1. Contribution Receivables Management and Oversight
• Coordinate with relevant HQ functions and Country Offices/ Regional Bureau on collection and clearing of donor contribution receivables. This work involves monitoring, review of and/or taking corrective action to address errors /mis-posting/clearing and other related actions to clear contribution receivables.
• Prepare monthly and quarterly contribution receivables aging analysis to be shared with stakeholders.
• Coordinate for external audit queries, including donor balance confirmation exercise. This role expects the incumbent to perform reconciliation of outstanding receivables received from selected donors and WFP books and facilitate those done by other teams in the Branch and other queries related to contribution receivables.
• Calculate the allowance for impaired contributions by established deadline.
• Facilitate actualization of in-kind contributions and clear receivables of in-kind contributions.
• Analyze receivables, review draft memos and proceed with necessary adjustments (write-down, write-off, refunds) as required.
• Contribute to the implementation of the CFO Workbook.
2. Specialised Donor Financial Report
• Lead and/or support other teams in the preparation of specialised donor financial reports. Such role includes but not limited to dialogue with Country Offices/ Regional Bureau/ HQ functional units on procedural, compliance and process guidance.
• Prepare assigned specialized financial reports in accurate and timely manner, with due reconciliation of financial information from WFP systems: WINGS, BO, COMET, others.
• Empower Country Offices through development and update of donor specific guidelines, cross functional collaboration on identifying technical/system solutions to address non standardised reporting requirements.
• Participate in a discussion with relevant units/ Country Offices when negotiating contributions subject for specialized financial reporting.
• Provide financial information such as grant utilization and analysis to support decisions on grant reprogramming or refinancing when necessary.
• Facilitate management of unspent balances from closing /expiring grants.
• Proceed with refunds of unspent balance in line with donor conditions in timely and accurate manner.
• Analyse non-recoverable expenditures and proceed with write-down/write-off when required.
3. Perform any other duty as required.
DELIVERABLES AT THE END OF THE CONTRACT:
Ensure accuracy and timely delivery in all tasks performed; Produce organized, accurate and well documented records confirming required format with well analysed data; improve business processes.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
University degree in Accounting or Finance
Experience:
• At least 3 years of experience working in the finance or resource manage mentor analytical function in a humanitarian institution.
• Experience in preparation of donor financial reports
Knowledge & Skills:
Ability to review a variety of data, identify data discrepancies, accuracy and attention to detail in preparation of reports, advanced Excel and data processing skills, accounting and/or finance related working experience.

English
