JOB TITLE: Budget & Programming Officer - Product Manager

BACKGROUND AND PURPOSE OF THE ASSIGNMENT
Within the Budget Planning & Prioritisation Unit (PQBG), under the Programme Cycle, Quality, and Budgeting Service (PQB), the product manager is responsible for the corporate budget planning tools to ensure that WFP's financial planning and budgeting effectively support WFP's mission. To support the budget and programming function, the Product Manager will be responsible for managing the creation and implementation of the planning tools in support of field and corporate planning, budget and reporting processes in close collaboration and coordination with relevant stakeholders. This includes developing new products, ensuring the continuous evolution of existing products, and providing support to the relevant business communities.
ACCOUNTABILITIES/RESPONSIBILITIES
The product manager will support the PQBG by delivering high-quality planning tools that align with the organization's rules and regulations and guidelines, and propose technical solutions to enhance decision-making, coordination, and operational efficiency.
1.Work with key stakeholders, and in collaboration with the budget and programming teams to co-create and evolve a simplified country portfolio budget tool to support planning, budgeting, and for country office's operations.
2.Support the collection and collation of feedback from CO and Global HQ Budget and Programming(B&P) on the use of the current budget, planning solutions and implementing improvements.
3.Provide technical support to users of developed budgeting solutions, troubleshooting error fixing, and making recommendations for the optimal use of said solutions and tools.
4.Maintain technical documentation on budget planning including FAQs, training materials, manuals, and guidelines in corporate repositories and B&P Manual as needed.
5.Support the recording of relevant data in the corporate systems (e.g. Country Portfolio Needs in WINGS), in line with WFP standards and procedures
6.Support in the design/update of other planning tools as required (e.g. Regional Bureau Portfolio/HQ Trust funds budget, Field Level agreement, Security Budget, Activity manager/Mc Govern Dole template, Emergency toolkit template) ensuring products are aligned to WFP's planning principles and rules and meet B&P functional area needs.
7.Support the annual Management Plan preparatory work in the collection, consolidation and analysis of field operational requirement figures and in the preparation of the provisional implementation plan.
8.Provide support on FPCE, 'CPB Grants and Funds Monitoring' and 'BPO Console' DOTS tools to CO and Global HQ B&P staff.
9.Provide technical and business input supporting the discussion around the new CRF (2026-2029), as required, and contribute to the strengthening of the technical and process integration of the budget templates with other corporate systems (e.g. COMET, WINGS, Salesforce) or reporting platforms (e.g. DOTS, BO).
10.Acquire and maintain a detailed knowledge of the corporate budgeting policies, principles, and strategies, and ensure alignment with related systems and products.
11.Participate in team training and contribute to information sharing to ensure constant improvement and overall business continuity.
12.Other related duties as assigned.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education:
Advanced university degree in Business Administration, Finance, Statistics, Economics, or other relevant field, or First University degree with additional years of related work experience or training/courses.
Experience:
At least 3 years of relevant experience.
Knowledge & Skills:
Exceptional skills working with and managing large data sets with various applications such as Microsoft Excel and SAP.
Languages:
Fluency (level C) in English is desirable.
