The Compliance Monitor is responsible for ensuring strict adherence to federal, state, and local housing regulations, including LIHTC, HUD, and BOND requirements. They will conduct on-site file reviews, perform inspections, and assist in training staff on compliance policies and procedures.
The Compliance Monitor will work remotely in their assigned region which may require an assigned office onsite at a property and/or a remote location as approved by the SVP, and will report directly to the SVP of Compliance.
Qualifications:
High School Diploma or Equivalent
Minimum 3 years in Property Management
Proficiency in Microsoft Windows & Office, YARDI and/or other computer software
Advanced skill training certifications HCCP, COS, TCS, BOS, C3P-preferred but not required
Strict Compliance and adherence to LIHTC, HUD, BOND, HOME, CDBG, and RD compliance and reporting requirements
Ensure strict adherence to approved company policies and procedures in compliance with federal, state and local regulations
Assist in implementing plans and goals developed by the SVP for the department
Work under the supervision of the SVP of Compliance to coordinate and supervise daily compliance oversight
Ensure compliance with regulations and internal policies
Maintain scheduling of audits/reviews and represent the company when needed
Create reports and submit to the SVP or other Executives
Conduct On-Site File Reviews and create a corrective action report for site staff to follow
Perform regular unannounced inspections of assigned portfolio and general work to ensure company standards are followed
Travel may be required at times
Ensure properties scheduled for compliance audits or MOR’s are properly pre-audited and prepared
Updating, monitoring and ensuring strict compliance with all EIV reports
Review Supportive Service LURA requirements and ensure requirements are met according to the LURA.
Review on-site waiting lists to ensure compliance is met
Assess and make recommendations to the SVP of Compliance regarding additional training needs for property management staff as well as compliance issues and concerns
YARDI Application Approvals and Dates Completed
Preparation and review of documents such as the Affirmative Fair Housing Marketing Plans, Tenant Selection Plans, Quarterly Unit Status Reports. All will be filtered through the SVP of Compliance or Compliance Manager for final review and approval prior to submission to the respective agencies.
Assist in determining appropriate marketing needed applicable to the AFHMP and property needs by using the HUD Census Tool
Assist in training staff on all compliance related tasks, program rules and policies and procedures
Updating Rent and Income Schedules and seek prior approval from SVP of Compliance or Compliance Manager prior to implementing.
Updating Utility Allowances and seek prior approval from the SVP of Compliance or Compliance Manager prior to implementing.
Ensure 1st year tax credit file procedures are followed and in compliance including directing site staff to ensure all units are qualified on time during the selected tax credit year
Stay current with changes and updates from all regulatory authorities, including local, state and federal agency requirements which could require attending information/training seminars that may be required to properly keep abreast of changes in the compliance industry
Respond to site staff inquiries, emails and incoming calls regarding compliance issues.
