                                                                                        TERMS OF REFERENCE

GENERAL OBJECTIVE: The objective of this position is to provide support in overall project management, coordination, and fiduciary oversight to ensure the timely, cost-effective, and high-quality delivery of all project outputs and outcomes.

DURATION: This is a full-time position for the duration of the project (approximately 4 years).

BUDGET:

 1. Background:

As a low-lying developing state, Belize is highly vulnerable to climate change impacts such as sea-level rise, erosion, storm surges, and flooding. A 2014 assessment categorized Belize's vulnerability index as extremely high, ranking 9th in Latin America and the Caribbean (CAF, 2014). The country is seasonally affected by tropical storms and hurricanes, which are becoming more intense, as well as other hazards like flooding and drought, leading to infrastructure and economic losses. To effectively address these threats, multilateral action is required from policymakers, technical experts, the private sector, and local communities.

The Protected Areas Conservation Trust (PACT) has received grant funding from the Adaptation Fund (AF) for the project "Enhancing the Resilience of Belize's Coastal Communities to Climate Change Impacts." The goal of this project is to enhance climate change adaptive capacities in Belize by decreasing vulnerabilities in coastal areas through improved planning, decision making, and country capacity building.

The project comprises four inter-linked components, executed by the National Climate Change Office (NCCO), Coastal Zone Management Authority & Institute (CZMAI), Ministry of Infrastructure Development & Housing (MIDH), National Hydrological Service (NHS), and National Meteorological Service (NMS):

Component 1: Improving coastal land use for resilient habitation and sectoral activities.

Component 2: Coastal Vulnerability Monitoring and Early Warning.

Component 3: Coastal Protection and Adaptation response for High-Risk Areas (Dangriga).

Component 4: Awareness Raising, Knowledge Dissemination and National Capacity   Strengthening.

To ensure effective oversight, coordination, and reporting across these four components and multiple executing entities, a Project Management Unit (PMU) is required. The PMU will be responsible for the overall financial, monitoring, and reporting responsibilities as mandated by the Adaptation Fund and the Project Agreement.
