CMS Healthcare Content Writer and Regulatory Subject Matter Expert

About the Role

MedTrainer is seeking a qualified CMS Healthcare Content Writer and Regulatory Subject Matter Expert to research, develop, and write healthcare training content related to the Centers for Medicare & Medicaid Services (CMS). The contractor will translate complex CMS regulations, guidance, and program requirements into clear, accurate, and engaging educational content for healthcare professionals and organizations. Working from course objectives, outlines, templates, and development standards provided or approved by MedTrainer, the contractor will develop complete course scripts and instructional content, including learning activities, case scenarios, knowledge checks, and assessment questions, while ensuring that the content is supported by current authoritative sources and accurately reflects applicable federal requirements and CMS guidance.

The ideal candidate will be a CMS subject matter expert, healthcare compliance professional, experienced federal healthcare consultant, or healthcare content writer with strong working knowledge of Medicare, Medicaid, the Children’s Health Insurance Program (CHIP), Medicare Advantage, Medicare Part D, and other CMS-administered or CMS-regulated programs relevant to the assigned content. The candidate should have demonstrated experience translating complex regulatory material into clear, accurate, role-appropriate educational content.

Scope Note: CMS requirements vary by program, regulated entity, provider type, jurisdiction, and effective date. The contractor must identify the authority and scope that apply to each assigned topic, distinguish federal requirements from state-specific Medicaid or CHIP rules, document the authoritative sources supporting the content, and recommend additional specialized review when a topic falls outside the contractor’s expertise.

Key Responsibilities:

1. CMS Course Content Development

• Research assigned CMS topics using current primary and authoritative sources and develop complete course content and scripts based on MedTrainer-approved objectives, outlines, templates, and instructional standards.
• Write clear, accurate, learner-appropriate instruction explaining CMS programs, terminology, beneficiary protections, organizational responsibilities, and applicable regulatory or operational requirements without oversimplifying material requirements.
• Develop learning activities, case scenarios, knowledge checks, and final assessment questions that align with the course objectives, are supported by prior instruction, and accurately reflect real-world provider, payer, contractor, and compliance workflows.

2. Regulatory and Compliance Alignment

• Research and support course content using current primary and authoritative sources, as applicable, including federal statutes and regulations, CMS manuals, final rules, transmittals, program instructions, Medicare Learning Network resources, and formal CMS guidance.
• Verify that content appropriately distinguishes Medicare Parts A, B, C, and D; Medicaid and CHIP; fee-for-service and managed care; federal and state responsibilities; and requirements that apply only to specific provider, supplier, plan, or contractor types.
• Conduct a regulatory and subject matter review of drafted content before submission; identify and correct outdated, unsupported, or ambiguous statements; and document relevant publication, effective, implementation, or compliance dates when those dates affect the training.

3. Subject Matter Advisory and Collaboration

• Collaborate directly with MedTrainer’s Instructional Designers, Regulatory Research Specialists, Continuing Education staff, and Learning Directors to refine course objectives, content scope, instructional approach, learning activities, and assessment items.
• Revise course content based on MedTrainer feedback and provide timely, specific textual updates supported by citations or links to authoritative sources when appropriate.
• Support updates or revisions to CMS-focused coursework when learner feedback, client questions, regulatory inquiries, or changes in CMS guidance identify a content need.
• Advise when legal review, clinical review, coding or billing expertise, state Medicaid expertise, or another specialized subject matter expert is appropriate for a particular topic.

Qualifications:

Education and Professional Background:

Required:

• Bachelor’s degree in healthcare, public health, health policy, healthcare administration, business, education, or a related field, or an equivalent combination of education and substantial professional experience with CMS programs.
• Demonstrated subject matter expertise in Medicare, Medicaid, CHIP, Medicare Advantage, Part D, healthcare compliance, reimbursement, program integrity, quality, beneficiary protections, or another CMS-regulated area relevant to the assigned content.

Preferred:

• Master’s degree or higher in Public Health, Healthcare Administration, Health Policy, Nursing, Law, Education, or a related discipline.
• Current or previous professional certification or licensure relevant to the work, such as CPC, CPCO, CPMA, CCS, CHC, RN, NP, PA, MD, DO, PharmD, or a comparable credential.
• Experience writing, developing, or substantially revising continuing education or compliance training for clinicians, coders, billers, administrators, health plans, contractors, or other healthcare professionals is strongly preferred.

Experience:

• Three to five years of progressively responsible experience working for or with CMS, a Medicare Administrative Contractor, a state Medicaid or CHIP agency, a Medicare Advantage or Part D organization, a healthcare provider or supplier, or a healthcare consulting or government contracting organization.
• Experience interpreting and applying CMS regulations, manuals, subregulatory guidance, program instructions, coverage and payment policies, or compliance requirements.
• Experience researching, writing, developing, implementing, delivering, or evaluating healthcare education, compliance guidance, operational procedures, quality initiatives, or policy materials related to CMS programs.
• Demonstrated ability to identify the intended audience, applicable program, source authority, jurisdiction, and effective date before determining whether a CMS-related statement is accurate and complete.

Skills and Competencies:

• Deep knowledge of CMS program structures and the relationships among federal agencies, state Medicaid and CHIP programs, health plans, contractors, providers, suppliers, and beneficiaries.
• Strong research skills and familiarity with authoritative CMS sources, including the Electronic Code of Federal Regulations, CMS manuals, final rules, transmittals, program memoranda, and Medicare Learning Network materials.
• Exceptional written communication, instructional writing, editing, and analytical skills, with high attention to regulatory detail and source documentation.
• Ability to translate complex regulatory and operational information into accurate, accessible education for different healthcare roles and levels of experience.
• Ability to distinguish binding legal requirements from interpretive guidance, educational resources, best practices, and organization-specific policies.
• Ability to provide balanced, constructive feedback; identify uncertainty or conflicting guidance; and avoid presenting program-specific or state-specific rules as universally applicable.
• Ability to develop and self-review educational materials for clarity, learner engagement, regulatory accuracy, practical applicability, and alignment among objectives, instruction, scenarios, and assessments.

Compensation: Compensation will be provided at a fixed contractor rate of $45 USD per hour for the agreed scope of course content development. Additional revisions, consultation, specialized review, or services outside the agreed scope may be compensated separately upon mutual agreement.
