Job Title: PIP Clinical Quality Manager – Supply Chain (SC)

Salary: Competitive Salary 

Location: Remote with expectation to travel to sites as required 

What you’ll be doing:

The Supply Chain Clinical Quality Manager is accountable for the oversight and assurance of Delivery Partner clinical quality performance and for the effective application of the Clinical Quality Management Regime across the supply chain for both PIP and WCA.

The role ensures Delivery Partners have appropriate quality management arrangements in place to achieve contractual quality standards and targets, including TPL performance, and that these arrangements are evidenced, effective and capable of sustaining required performance.

The role provides oversight and constructive challenge of Delivery Partner quality performance, using quality intelligence, performance data, audit and assurance findings to assess the effectiveness of quality controls, identify emerging risks and understand the underlying drivers of performance.

Where performance, controls or capability are not sufficient, the role provides targeted clinical quality expertise and intervention to support recovery, strengthen Delivery Partner capability and ensure effective corrective and preventative action is implemented and sustained.

Working with Delivery Partner clinical and operational leadership, Clinical Excellence and Supply Chain Management, the postholder provides assurance that quality risks are effectively managed, improvement activity is delivering the intended outcomes and appropriate escalation and intervention occurs where required. Key accountabilities include:

• Lead the application of the Clinical Quality Management Regime and assurance programme across Delivery Partners, aligned to contractual requirements, clinical quality standards and governance expectations.
• Maintain oversight of Delivery Partner clinical quality performance, including TPL performance, holding Delivery Partners to account for the achievement and sustaining required standards, providing constructive challenge where performance, controls or improvement activity are insufficient.
• Assess and provide assurance that Delivery Partners have effective clinical quality management arrangements in place, including appropriate oversight, assurance, governance, escalation and improvement mechanisms, and that their operation and effectiveness are evidenced.
• Use clinical quality, operational and performance intelligence to identify variance to target, trends, recurring issues, control weaknesses and emerging risks, developing a clear understanding of the underlying drivers of performance.
• Where required, provide hands-on clinical quality expertise to diagnose performance issues, support robust root cause analysis, shape corrective and preventative action and strengthen Delivery Partner quality controls and capability.
• Coordinate scheduled and risk-based audit and assurance activity across Delivery Partners, maintaining oversight of findings, complaints themes, actions and improvement plans and ensuring completion and effectiveness are evidenced.
• Assess and challenge the adequacy and sustainability of Delivery Partner root cause analysis, rectification plans and corrective and preventative actions, escalating where these are insufficient to address the underlying drivers of performance or deliver the required outcomes.
• Work in partnership with Delivery Partner clinical and operational leadership, Supply Chain Contract Management and wider Clinical Excellence colleagues to ensure quality risks, concerns and dependencies are identified, managed and escalated appropriately.
• Support and challenge Delivery Partners to understand and consistently apply contractual and clinical quality requirements, strengthening quality controls and capability to support sustained performance.
• Identify and share learning and best practice across Delivery Partners, using assurance outcomes, performance intelligence and lessons learned to inform wider contract-level quality improvement.
• Provide clear, evidence-based quality performance reporting and assurance through appropriate governance forums, including escalation of material risks, areas of underperformance and recommendations for action or intervention.
• Maintain DWP approval and clinical credibility through completion of an appropriate level of Functional Assessments in accordance with DWP requirements and business need.

Qualifications

You will Require:

Essential

• Registered Healthcare Professional (NMC, HCPC, GMC or equivalent) with no restrictions on practice.
• Current DWP approval, or the ability to obtain and maintain approval.
• Minimum of 2 years’ experience within a PIP assessment environment in a clinical or operational leadership role such as Regional Clinical Lead, Clinical Delivery Manager, Regional Service Delivery Manager or equivalent.
• Demonstrable evidence of consistently strong clinical quality and operational performance, both personally and across clinicians, teams or services for which you have held responsibility or provided support.
• Strong knowledge of DWP assessment guidance, clinical quality standards and report-writing requirements.
• Strong understanding of clinical quality management and assurance, including audit methodology, root cause analysis and corrective and preventative action.
• Demonstrable experience of managing and improving clinical quality performance, including diagnosing performance issues, implementing effective interventions and evidencing sustained improvement.
• Experience of analysing clinical quality, operational and performance data to identify trends, risks and underlying drivers.
• Demonstrable experience of providing constructive challenge and influencing clinical and operational leaders to achieve and sustain quality outcomes.
• Ability to assess whether quality management arrangements and controls are sufficiently robust and effective to manage identified risks and deliver required outcomes.
• Strong clinical credibility and confidence to provide hands-on clinical quality expertise and intervention where performance or capability requires additional support.
• Excellent written and verbal communication skills, including the ability to communicate complex quality and performance information effectively through governance forums.

Desirable

• Experience of managing supplier or Delivery Partner clinical quality performance.
• Experience of developing or strengthening clinical quality management arrangements, controls or assurance frameworks.
• Formal qualification in Quality Management, Audit, Governance, Risk Management or Continuous Improvement.
• Experience undertaking clinical audit and/or providing coaching, mentoring or clinical support to improve assessment quality and reporting standards.
• Knowledge of contractual governance, supplier management and performance management frameworks.
