The Clinical Informaticist serves as the primary liaison between clinical operations, healthcare technology, data, and information systems. The position ensures that electronic health records (EHRs), clinical applications, decision-support tools, and related systems support safe, efficient, high-quality, and compliant patient care. The Clinical Informaticist translates clinical and operational needs into effective technology solutions and supports the implementation, optimization, governance, and evaluation of clinical information systems and workflows.

DUTIES AND RESPONSIBIITIES

• Serves as a clinical subject-matter expert for the EHR and related clinical information systems.
• Participates in the evaluation, selection, implementation, configuration, testing, and optimization of clinical information systems.
• Develops and optimizes clinical documentation templates, order sets, workflows, alerts, reminders, care pathways, and decision-support tools.
• Evaluates clinical system functionality to ensure alignment with clinical, operational, regulatory, and patient-safety requirements.
• Coordinates with IT staff, vendors, contractors, and clinical leadership to resolve system issues and implement enhancements.
• Supports system upgrades, testing, change control, downtime planning, and business-continuity activities.
• Assesses clinical workflows and identifies opportunities to improve safety, efficiency, standardization, documentation, and continuity of care.
• Maps current and future-state clinical processes and translates clinical needs into functional and technical requirements.
• Facilitates workflow-design and process-improvement activities with clinical, operational, and technical stakeholders.
• Identifies risks and unintended consequences associated with technology or workflow changes and recommends mitigation strategies.
• Designs, evaluates, and maintains evidence-informed clinical decision-support tools in collaboration with clinical leadership.
• Evaluates alert burden, workflow interruptions, and system usability and recommends improvements.
• Uses clinical information systems and data to identify patient-safety risks and opportunities for quality improvement.
• Supports medication-safety initiatives in collaboration with pharmacy and clinical leadership.
• Supports development of clinical dashboards, performance measures, quality indicators, and operational reports.
• Evaluates clinical data for completeness, consistency, accuracy, and usability and collaborates with data and technical teams to establish appropriate data definitions and reporting requirements.
• Supports the use of clinical data for quality improvement, contract monitoring, regulatory reporting, accreditation, program evaluation, and organizational decision-making.
• Supports secure exchange of clinical information and the development and implementation of interfaces and interoperability solutions.
• Provides clinical informatics expertise for healthcare contracts, including technology, documentation, data, interoperability, reporting, and performance requirements.
• Supports integration, onboarding, and oversight of contracted healthcare providers within applicable clinical information systems and workflows.
• Participates in clinical informatics, EHR, data, quality, and technology governance and recommends standards and priorities for system changes.
• Maintains documentation of clinical requirements, system configurations, workflow decisions, and approved changes.
• Partners with clinical educators and operational leaders to support training, onboarding, adoption, and change management related to clinical systems and workflows.
• Collaborates with privacy, compliance, health information management, cybersecurity, legal, and IT personnel to promote appropriate access, security, and handling of protected health information.
• Supports compliance with applicable healthcare information and clinical documentation requirements and participates in investigations and corrective actions involving clinical information systems, as appropriate.

MINIMUM QUALIFICATIONS

• Bachelor's degree in information systems, health informatics, public health, healthcare administration, nursing, pharmacy, or other healthcare-related disciplines.
• Ten (10) years of work experience in Information Technology within a complex information systems environment, variety of hardware systems and software applications, or network engineering.
• Four (4) years in a managerial role.

SUPPLEMENTAL INFORMATION

PREFERENCES

• Master's degree in health informatics, nursing informatics, healthcare administration, public health, information systems, or related discipline.
• Current or previous professional healthcare licensure or clinical experience, particularly as a registered nurse, physician, pharmacist, advanced practice provider, or other licensed healthcare professional.
• Formal education or certification in clinical or health informatics.
• Experience implementing or optimizing enterprise EHR systems.
• Experience with pharmacy information systems, medication administration, laboratory interfaces, health information exchange, or clinical decision support.
• Experience in behavioral health, substance-use treatment, correctional healthcare, public-sector healthcare, or other complex integrated-care environments.
• Experience working in an organization that uses both directly employed and contracted healthcare personnel.
• Experience with healthcare quality measurement, regulatory reporting, data governance, or healthcare analytics.
• Experience managing relationships with healthcare technology vendors and contracted healthcare organizations.
• Three to five years of progressively responsible experience in healthcare operations, clinical informatics, health information technology, EHR administration, clinical systems implementation, or a closely related field.
• Demonstrated experience working with electronic health records and clinical workflows.
• Experience translating clinical requirements into technology or system requirements.
• Experience collaborating with multidisciplinary clinical and technical teams.

 

SCREENING AND COMPLIANCE

The offer of this Bernalillo County position requires compliance with the following:

• Successful completion of a post-offer employment medical examination and background investigation.
• Adherence to all County safety guidelines.
• Complete all FEMA training(s) assigned to this position.
• Possession of a valid New Mexico driver’s license by the date of hire and maintenance of a valid license while employed in this position.
• Complete required supervisor training, if applicable.

 

WORKING CONDITIONS

• Duties are performed indoors in a temperature-controlled environment.
• Duties are performed on an even, typically dry surface, such as concrete, tile, or carpet.
• Work is conducted with a select team without direct supervision and may at times involve working with a large group.
• May be required to work extended hours.

 

EQUIPMENT, TOOLS, AND MATERIALS

• Employee works with computers, connectors, printers, cables, terminals, personal computers and peripheral equipment including various software.
• Equipment typically used includes a telephone, computer, printer, and copy machine.
• May occasionally drive a county vehicle.
