About the Role: 

Dynanet is seeking a CI/CD Team Lead / Technical Delivery Manager to serve as designated Key Personnel on an upcoming federal health agency program providing enterprise DevSecOps platform services. This role owns the enterprise continuous integration and continuous delivery platform that the client's development teams depend on: a CloudBees CI environment running on AWS Elastic Kubernetes Service, supporting a high monthly build volume across a multi-controller estate and a large repository portfolio, integrated with GitHub Enterprise and GitHub Cloud. 

The position combines hands-on platform leadership with delivery management. You will run the pipeline as a product - with published service level objectives, security gates that hold, and adoption support for a broad population of agile delivery teams - while leading the engineering team that operates it.

Roles & Responsibilities: 

• Administer and configure the CloudBees Jenkins operations center and all managed controller instances, ensuring platform stability, high availability, and consistent configuration management at enterprise build volume. 
• Manage Kubernetes autoscaling clusters for build agents, ensuring dynamic provisioning and deprovisioning to meet variable demand while maintaining performance, cost efficiency, and cluster health. 
• Optimize pipeline performance through proactive monitoring, identifying and resolving bottlenecks, failures, and degradations, and deliver automated build analytics and performance reporting to development teams and leadership. 
• Maintain integration with GitHub Enterprise and GitHub Cloud, ensuring reliable connectivity, webhook configuration, and dependable triggering of CI/CD workflows across all integrated repositories. 
• Define and enforce standardized technology development stack versions as the minimum baseline for onboarding to the enterprise CI/CD pipeline, ensuring consistency, security compliance, and supportability. 
• Implement and enforce security gates before promotion, including unit test pass requirements, static analysis quality gates, dependency and container vulnerability gates, software bill of materials validation, semantic versioning compliance, container image build compliance, secret scanning, and shared library policy checks. 
• Enforce branch protection, required status checks, release branch practice, and trunk-based development across onboarded teams. 
• Implement artifact governance including controlled promotion from development to test to production, retention and cleanup policies, dependency scoping to approved repositories, and SBOM storage alongside each build. 
• Enable zero-downtime and progressive delivery practices, including feature flags, canary and blue/green deployment patterns, automated health checks, and tested automated rollback. 
• Instrument and report DORA metrics - deployment frequency, lead time for changes, change failure rate, and mean time to restore - at the platform level and per delivery team. 
• Lead and mentor the CI/CD engineering team, managing work intake, sprint commitments, and program increment objectives for platform capabilities. 
• Serve as the subject matter expert to delivery teams on pipeline adoption, onboarding, and troubleshooting, producing runbooks, onboarding guides, and enablement material. 
• Participate in a 24x7x365 on-call rotation for production platform support, delivering root cause analysis and opening problem management tickets with corrective actions following incidents. 
• Support the phased transition of CI/CD platform responsibility from an incumbent contractor, including configuration assessment, knowledge transfer, parallel operation, and cutover with tested rollback. 

Required Professional Skills: 

• Deep hands-on expertise administering Jenkins at enterprise scale, including CloudBees CI or a CloudBees Jenkins operations center in a multi-controller configuration. 
• Strong Kubernetes operations experience, preferably AWS EKS, including autoscaling workloads, Helm-based deployment, and cluster health management. 
• Demonstrated experience designing and operating secure CI/CD pipelines with enforced quality and security gates rather than advisory checks. 
• Hands-on experience with JFrog Artifactory and JFrog Xray, or directly comparable artifact repository and binary analysis platforms. 
• Working expertise with SonarQube quality gates and pull request decoration in developer workflow. 
• Practical experience with pipeline-as-code, Groovy or equivalent pipeline scripting, and shared library design. 
• Experience with Git-based source control at scale, including GitHub Enterprise administration and webhook-driven automation. 
• Experience leading a technical team, including work planning, mentoring, and accountability for delivery commitments. 
• Demonstrated experience supporting production systems under an on-call rotation with defined response obligations. 

Preferred Professional Skills: 

• Prior experience operating CI/CD platforms within a federal environment subject to FISMA and Authority to Operate requirements. 
• Experience with feature-flag and progressive delivery tooling, and with canary or blue/green deployment patterns in production. 
• Familiarity with policy-as-code enforcement using Open Policy Agent and Conftest. 
• Experience with SBOM generation, artifact signing, attestations, and supply chain provenance practices. 
• Working knowledge of Terraform and Infrastructure as Code pipeline patterns including drift detection. 
• Experience with GitOps workflows for Kubernetes-based services. 
• Familiarity with federal security control baselines and agency security compliance processes. 
• Relevant certifications such as Certified Kubernetes Administrator, AWS Certified DevOps Engineer, or a CloudBees Jenkins certification.

Education/Experience Requirements: 

• Bachelor's degree in Computer Science, Engineering, Information Systems, or a related technical discipline. Additional directly relevant experience may be considered in lieu of a degree. 
• Minimum of eight (8) years of DevOps or platform engineering experience, including at least three (3) years operating enterprise CI/CD platforms. 
• Minimum of two (2) years in a technical lead or delivery management capacity.
